(ĐN) – As the central urban area of Dong Nai City, Tran Bien Ward is implementing a series of key infrastructure projects aimed not only at opening up new development space but also at easing traffic bottlenecks and creating a new urban landscape in the city center.

Following the completion and opening of two major projects—the Dong Nai Riverside Road (from Hoa An Bridge to the boundary with Tan Trieu Ward) and the Central Axis Road (connecting Vo Thi Sau Street to Dang Van Tron Street)—Tran Bien Ward has been focusing on land clearance for a series of projects across the area.

Clearing Land for Key City-Level Projects

After more than two decades since the policy to convert the function of Bien Hoa 1 Industrial Park was introduced, the entire political system from the city to the grassroots level has, over the past year, stepped up efforts to coordinate with relevant agencies and departments on land clearance. To date, nearly 350 households located within Bien Hoa 1 Industrial Park have relocated to new homes. Meanwhile, competent authorities have approved compensation and support plans for 67 of the 68 enterprises and organizations in the industrial park, covering 236 of the total 238.7 hectares. Most enterprises have completed the dismantling and relocation of factories, machinery and equipment from Bien Hoa 1 Industrial Park. The remaining six enterprises are also focusing on dismantling and relocating their factories to new production sites, while local authorities are continuing to encourage the few remaining households in Area 3 to relocate.

Similarly, for the Cai River Riverside Road Project, Tran Bien Ward has completed 100% of the land handover for construction. To implement the project, the locality had to clear 430 households and four organizations, including 324 households subject to full clearance and requiring resettlement. Notably, all 324 households eligible for resettlement have been approved, with all 324 dossiers completed.

The successful implementation of this enormous workload was made possible through the involvement of the entire local political system. In particular, the Standing Committee of the Tran Bien Ward Party Committee established several communication and mobilization teams to visit individual businesses, organizations and households to encourage them to hand over land so that projects could be implemented according to plan. Leaders of the Party Committee and Ward People’s Committee also regularly inspected and directed land clearance work on site, while holding meetings to resolve difficulties arising during implementation.

“Establishing communication and mobilization teams to work directly with business owners, organizations, units and households on land handover remains the most effective approach. Through these efforts, people’s concerns can be communicated directly, while local leaders and officials can listen, acknowledge them and address issues within their authority on the spot. Matters beyond local authority are promptly coordinated with relevant agencies and departments for decisive resolution. As a result, residents and business owners have agreed to hand over land and dismantle and relocate their buildings, factories and homes according to their commitments,” emphasized Ho Van Nam, Standing Committee Member of the City Party Committee, Secretary of the Tran Bien Ward Party Committee and Chairman of the Tran Bien Ward People’s Council.

A Series of Ward-Level Projects Underway

As part of the special 500-day-and-night campaign themed “Unity – Discipline – Efficiency – Breakthrough, Building a Civilized and Modern Dong Nai,” Tran Bien Ward is not only coordinating land clearance for the city’s key projects but is also implementing a series of new transport projects to ease traffic bottlenecks in the city center and create a more modern urban landscape befitting its role as Dong Nai City’s central urban ward. In addition to road upgrades and the undergrounding of electricity, water and telecommunications infrastructure, the locality is implementing 12 new transport projects, including the extension of Nguyen Binh Khiem Street, the road connecting Hung Dao Vuong Street with Vo Thi Sau Street, D1 Road and D4 Road.

These projects require land clearance affecting nearly 700 households, organizations and businesses due to land acquisition by the State. To date, the locality has completed land clearance for the Nguyen Binh Khiem Street Extension Project and the road connecting Hung Dao Vuong Street to Vo Thi Sau Street, and has commenced construction of the Nguyen Binh Khiem Street Extension Project. The road connecting Hung Dao Vuong Street to Vo Thi Sau Street is expected to break ground around the upcoming National Day on September 2. For the remaining 10 projects, compensation and support plans have been approved for four projects, while relevant procedures are being expedited and compensation and support plans for the next six transport projects are expected to be completed in August.

“To carry out the 500-day-and-night campaign themed ‘Unity – Discipline – Efficiency – Breakthrough, Building a Civilized and Modern Dong Nai,’ Tran Bien Ward has set the goal of ensuring that every project implemented in the area delivers concrete results in the short term while creating lasting value. With the strong direction of the Standing Committee of the Party Committee and the efforts of officials, civil servants, public employees and specialized departments and agencies, projects across the ward, particularly transport infrastructure projects, are being implemented in a coordinated manner. This has also contributed significantly to public investment disbursement, which has reached VND 150 billion, equivalent to 55% of the 2026 target,” emphasized Tran Bien Ward People’s Committee Chairman Nguyen Duy Tan.
