The appearance of the Cai River Riverside Road is rapidly changing due to accelerated land clearance and active construction.

Construction fronts have been deployed simultaneously across areas where site handovers are complete. Implemented across Tran Bien and Tam Hiep wards, this stands as one of the major milestone projects for Dong Nai City. The approximately 4.6km-long route is expected to not only serve as a vital traffic connection but also unlock riverside urban development spaces, boosting trade, services, and tourism while elevating the appearance of the city center. The project starts at the intersection with Ha Huy Giap Street and terminates at the connection with Tran Quoc Toan Street, featuring a 32m cross-section that includes a 16m-wide roadway. The total investment capital for the project is nearly VND 574 billion.

As site obstacles are gradually dismantled and extensive land areas are handed over, construction progress has shown distinct, positive shifts. According to the Dong Nai City Construction Investment Project Management Board, although the overall handover has not been fully finalized, contractors are currently focusing their efforts on constructing drainage systems, excavating, leveling, and clearing the areas already received.

Following the completion of the drainage systems, construction units will proceed with sand pumping for site creation, executing stone sub-bases, and advancing toward asphalt concrete paving. Contractors are dynamically adjusting manpower and machinery based on the handover status of each specific area, concentrating heavily wherever large land tracts are available. Parallel to the main road route, the construction of 5 bridges along the line is also being rapidly pushed forward. To date, construction units have basically completed girder installation and bridge deck slab casting, creating a solid foundation for synchronizing the entire route's infrastructure in the near future.

Currently, land clearance has basically been finalized at key locations.

Local authorities are accelerating land clearance with fierce determination to clear the entire site within June 2026 to prevent any disruption to the project schedule. To implement this project, a total land area of nearly 15 hectares needs to be reclaimed across Tran Bien and Tam Hiep wards.

By the end of May 2026, nearly 5 hectares in Tam Hiep ward had been completely handed over to the construction unit. Meanwhile, in Tran Bien ward, the site handover rate reached over 80% out of the total required reclamation area of more than 9 hectares.

Since the beginning of June and recently, functional units and the Tran Bien Ward People's Committee have continuously accelerated document processing, finalized compensation procedures, and resolved bottlenecks regarding land origin verification. This includes successfully tackling existing entanglements related to the Go Me Agricultural Service Cooperative.

Mr. Pham Đức Hoang, Vice Chairman of the Tran Bien Ward People's Committee, stated that along with completing compensation paperwork, the locality is intensifying communication and mobilizing citizens to hand over land for construction. For the few remaining cases that have not complied after exhaustive procedures and continuous mobilization, local authorities and functional agencies will implement enforcement measures in compliance with regulations.

The target remains to complete the entire site handover within June.

According to the signed contract, the road section is slated for completion by the end of February 2027. However, the investor and contractors are striving for a sequential, rolling construction approach, taking full advantage of early-handed-over sites to shorten the overall execution timeline.

Multiple work items are being deployed synchronously at the riverside road project.

The emphasis on site clearance is not unique to the Cai River Riverside Road project; resource reinforcement for land clearance is being implemented city-wide in Dong Nai to meet the demands of numerous key infrastructure projects.

Information from the City Land Fund Development Center reveals that the unit has recently proposed that the City People's Committee adjust and increase the budget allocated for organizing compensation, support, and resettlement when the State reclaims land in order to secure resources for land clearance tasks.

According to the proposal: For linear infrastructure projects, the funding for implementing compensation, support, and resettlement will increase from 3.5% to 5% of the total compensation expenses. For the remaining projects, this rate is projected to increase from 2.5% to 3.5%.

This adjustment is deemed highly necessary amid rising labor and operational costs, especially considering the upcoming simultaneous adjustment of the base salary and regional minimum wage starting July 1. If approved, this new mechanism is highly expected to contribute to resolving current difficulties, accelerating land clearance, and creating favorable conditions for key infrastructure projects to unfold right on schedule.
