Attracting Investment Resources for City Development

With the goal of developing into a civilized, modern, sustainable and high-growth city, Dong Nai City is stepping up efforts to attract resources and create a transparent, open investment environment in order to mobilize capital, technology, human resources and management experience from both domestic and international sources.

With many strategic advantages in transport infrastructure, industry, logistics and urban development, Dong Nai has sufficient conditions to attract investment resources and become one of the major growth poles of the Southeast region. Therefore, Dong Nai is making strong efforts to attract investment resources in such fields as high-tech industry, urban development and services, and to become an ecotourism center through preferential policies, a transparent environment and favorable infrastructure.

A destination for high-quality FDI flows

In 2025 and the first months of 2026, Dong Nai demonstrated the appeal of a dynamic young city by ranking among the localities with the highest results in attracting foreign direct investment projects in the country. According to FDI investors, Dong Nai’s strong appeal comes from its strategic location and the presence of all five modes of transport: air, road, railway, inland waterway and maritime transport.

Synchronized transport infrastructure, together with the opening up of industrial land and expanded room for development, has enabled Dong Nai to attract high-quality projects into its industrial parks. Investment projects in Dong Nai have helped enhance the city’s position and image on the investment map, affirming a stable and transparent investment environment and a sustainable development orientation in the city’s development strategy.

Pham Viet Phuong, Deputy Head in charge of the city’s Management Board of Industrial Parks and Economic Zones, said Dong Nai has the largest industrial scale in the country, with 89 planned industrial parks. The presence of large and reputable investors creates a positive spillover effect, helping attract more multinational corporations and supply chain enterprises, thereby forming a modern industrial ecosystem. In the long term, high-quality projects will increase the added value of the economy, promote the restructuring of the labor force toward higher quality, raise workers’ incomes and create a foundation for Dong Nai to remain an attractive and highly competitive investment destination.

Commenting on Dong Nai’s investment attraction environment for FDI enterprises, Jung Jung Tae, Consul General of the Republic of Korea in Ho Chi Minh City, said the new Dong Nai City will have more attractive investment attraction mechanisms to create a professional and modern investment and business environment. Dong Nai City will be an important growth pole of Vietnam and a key link in regional development connectivity, creating a modern and sustainable logistics ecosystem and participating more deeply in global supply chains. Jung Jung Tae expressed his expectation that Dong Nai’s investment environment will continue to improve and become even more attractive to investors. At that point, Dong Nai City will become a powerful magnet for investment capital from domestic and international business communities, especially Korean enterprises.

Removing bottlenecks and unlocking all resource

 

The Resolution of the first Congress of the Party Committee of Dong Nai Province, now Dong Nai City, for the 2025-2030 term identified eight key tasks for the coming period. Among them is the task of synchronously implementing solutions to realize two driving forces: industrial development, with the core being the attraction of strategic, new-generation investors, filling existing industrial parks and continuing to attract investment into potential industrial parks, prioritizing high-tech industries, green industries and supporting industries; and service development, with the nucleus being the integrated service urban area of Long Thanh International Airport, including a free trade center and an aviation, logistics, trade and tourism service ecosystem.

Accordingly, the city will focus on removing bottlenecks, unlocking all resources, and ensuring stability and sustainable development. It will maximize the spillover effects of Long Thanh International Airport in infrastructure investment, transport connectivity, urban development and increased economic value. The city will develop industry toward high technology and environmental friendliness; restructure agriculture in association with building new-style rural areas and modern new-style rural areas; and expand modern service sectors, especially logistics, trade and tourism, and finance.

Dong Nai City aims to achieve an average GRDP growth rate of 10-12% per year in the 2025-2030 period. By 2030, the city’s gross regional domestic product at current prices is expected to exceed VND 1.2 quadrillion; GRDP per capita is expected to exceed VND 250 million; the industry and construction sector is projected to account for 60-64%; trade and services for 25-28%; the digital economy’s share of GRDP for more than 30%; and the average annual growth rate of state budget revenue in the city for 10-12%.

Along with these key tasks, the resolution identifies three breakthrough areas for the coming period. The first is improving the quality of the contingent of officials, especially key officials at all levels who possess firm political will, sufficient qualities and capacity, a strong action-oriented mindset, dedication and credibility commensurate with their duties; and developing high-quality human resources in fields such as high-tech industry, logistics, education, healthcare, science, technology and digital transformation.

The second is mobilizing, allocating and effectively using all resources, with a focus on developing a diverse, synchronized and modern transport infrastructure system connecting the inner city, the region and interregional areas; and economic and technical infrastructure, including logistics infrastructure, border-gate economic zone infrastructure and green ecological industrial park infrastructure, while working toward carbon emission reduction targets. The city will also promote the development of urban infrastructure, technological infrastructure, digital infrastructure and social infrastructure such as healthcare and education, linked with orientations for underground space and smart public transport.

The third is developing science, technology, innovation and digital transformation. The city will accelerate administrative reform; build a professional, modern, effective and efficient administration serving the people and businesses; and associate this with the development of digital government, the digital economy and digital society.

Speaking at a meeting with the city’s outstanding enterprises, Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the Dong Nai City People’s Committee, affirmed that Dong Nai City is focusing on accelerating administrative procedure reform, improving the business and investment environment, synchronously developing transport infrastructure, logistics and industrial parks, promoting digital transformation and innovation, developing the green economy and circular economy, and improving the quality of human resources to create a foundation for sustainable development.

With the consistent view that enterprises are the center, the driving force and an important subject in economic development, the city is committed to continuing to build an enabling, upright and action-oriented administration that serves, proactively listens to and promptly removes difficulties and obstacles for enterprises, creating the most stable, transparent and favorable investment environment for businesses to feel secure in production, business operations and long-term investment in Dong Nai.
