(ĐN) – On the morning of August 11, Bien Hoa Ward (Dong Nai City) held a ceremony to announce and launch the “Accompanying Residents in Resolving Procedures for First-Time Issuance of Land Use Rights Certificates (Red Books) and Certificates of Ownership of Assets Attached to Land” model, aiming to help residents complete their dossiers correctly from the outset and reduce the need for repeated supplementation and multiple trips.

This model is also part of the ward’s response to the special 500-day-and-night emulation campaign themed “Solidarity – Discipline – Efficiency – Breakthrough, Building Dong Nai into a Civilized and Modern City.”

According to Bien Hoa Ward, there are currently around 6,000 land parcels in the area that have not yet been issued land use rights certificates, including land used by households, individuals, organizations, as well as public land. In practice, there are still several difficulties in handling first-time applications for land use rights certificates.

Some residents are not fully aware of the relevant regulations, while their dossiers may be incomplete or inadequately declared, requiring multiple rounds of supplementation. Some cases also require verification of the land’s origin and usage history, or involve issues related to planning, financial obligations, inheritance, handwritten transfer documents, boundaries, or disputes.

Based on these circumstances, Bien Hoa Ward is implementing the model with a proactive approach to supporting residents from the dossier preparation stage. Instead of simply receiving applications when residents come to carry out procedures, officials will provide guidance, review, and conduct preliminary checks of dossiers before their official submission. After receiving guidance, each dossier will have a designated staff member responsible for monitoring and providing support until it is officially received or completed in accordance with regulations.

The model is implemented regularly during office hours at the Bien Hoa Ward Public Administration Service Center. In addition, every Saturday, the ward assigns officials to provide support, making it more convenient for residents who are unable to complete procedures during regular working days.

Speaking at the program, Bien Hoa Ward Party Committee Secretary Nguyễn Minh Bình requested that the ward-level People's Committee develop a roadmap for processing each group of dossiers, clearly assigning personnel, tasks, timelines, and responsibilities; regularly evaluate progress and promptly resolve difficulties. Implementation must be substantive, without pursuing quantity targets or lowering legal requirements, while also ensuring that difficulties do not unnecessarily prolong processing times.

The Bien Hoa Ward Party Committee Secretary requested that officials and civil servants provide residents with thorough, clear, and consistent guidance; proactively coordinate and follow each dossier through to completion; and ensure transparency, openness, discipline, and order, without causing inconvenience or harassment.

“The effectiveness of the model must be assessed through specific results, such as the number of dossiers reviewed, guided, and resolved on time; the number of times residents are required to supplement documents or make additional trips; and their level of satisfaction. The ward’s Party Committee and authorities have established the following principle: matters within our jurisdiction must be proactively resolved; matters requiring coordination must be followed through to completion; and matters beyond our authority must be promptly proposed to the relevant authorities, so that residents are not left waiting,” Bien Hoa Ward Party Committee Secretary Nguyễn Minh Bình emphasized.
