Building a Digital Foundation for Smart Urban Development

Dong Nai City is orienting and implementing various solutions to build and develop technological and digital infrastructure in line with urban development. In particular, the city is strengthening data connectivity solutions and improving the efficiency of its Intelligent Operations Center (IOC).

The locality is focusing on developing smart industrial parks, managing infrastructure, energy and the environment, managing urban infrastructure, and developing digital technology services, e-commerce and logistics connected with Long Thanh International Airport.

Focusing on infrastructure and data development

In early April 2026, the Dong Nai Provincial People’s Committee, now Dong Nai City, issued Decision No. 1383/QD-UBND promulgating the local Digital Architecture Framework. Dong Nai’s Digital Architecture Framework was developed to establish a unified, synchronized and long-term architectural framework for the entire process of developing digital government, the digital economy, digital society and smart urban areas in Dong Nai, ensuring alignment with, compliance with and systematic inheritance of key national architectural frameworks.

Many experts believe that the Digital Architecture Framework not only improves management but also contributes to the creation and development of Dong Nai City. Hoang Hai Liem, Solution Director of Sun Viet Information Technology and Telecommunications Development Joint Stock Company, or SVTECH, headquartered in Ho Chi Minh City, shared that the Digital Architecture Framework uses data as its foundation. Dong Nai has been proactive in issuing and developing a roadmap for implementing the Digital Architecture Framework in the locality. The development of a modern digital government operating on data aims to ensure that leadership, direction and administration activities at all levels of government are supported by and based on data, analysis and forecasting.

The Dong Nai City IOC is accelerating the completion of dashboards to monitor the reception and settlement of administrative procedure dossiers. At present, departments, agencies and relevant units are focusing on solutions to connect and integrate information systems and sector-specific data sources into the city’s IOC syste

Orienting and implementing many key solutions

Dong Nai City is focusing on digital transformation to serve smart urban governance, aiming to form a professional and modern administration that strongly shifts from management to service, with residents and businesses at the center.

To achieve this, the application of artificial intelligence, the Internet of Things and big data in smart urban governance, environmental management and improving residents’ quality of life is one of the important solutions in the new development context.

Deputy Director of the Department of Science and Technology Nguyen Minh Quang said that in the coming time, the city’s science and technology sector will focus on implementing many key solutions to carry out Politburo Resolution No. 57-NQ/TW on breakthroughs in the development of science, technology, innovation and national digital transformation. It will also synchronously implement the Digital Architecture Framework across the city, from the municipal level to communes and wards, with specific decentralization and task assignment to avoid overlaps. The Department of Science and Technology will proactively review and consolidate databases from departments, sectors, communes and wards across the city to form the city’s centralized digital data repository. This will create a data foundation for applying modern digital technologies to smart urban governance and administration.

Deputy Director of the Department of Health Le Quang Trung shared that, to promote digital transformation linked with the smart governance model, Dong Nai’s health sector will focus on implementing key groups of solutions, including completing digital infrastructure, developing human resources, standardizing and circulating data, and strengthening intersectoral cooperation. In particular, the health sector will focus on upgrading network systems, data centers and information technology equipment, ensuring synchronized connectivity from the city level to grassroots facilities.

At the seminar on orientations for digital transformation to serve smart urban governance in Dong Nai City in early May 2026, Le Truong Son, Member of the Standing Committee of the City Party Committee and Vice Chairman of the Dong Nai City People’s Committee, shared that to clarify orientations and solutions for digital transformation serving smart urban governance, Dong Nai City needs to focus on key groups of issues, including digital platforms and data, smart urban governance based on an urban digital twin, digital transformation applications in areas closely linked to people’s daily lives, and comprehensive digital safety.

The city People’s Committee leader assigned the Department of Science and Technology to take the lead, in coordination with the Office of the City People’s Committee and relevant units, in consolidating all opinions and technological solutions proposed at the seminar. From there, the department will advise and propose that the city People’s Committee update the city’s digital transformation plan and Smart City Project, contributing to building Dong Nai City into a smart, modern and livable urban area.
