Innovating the growth model, accelerating technological updates within spearhead economic sectors, and constructing clear developmental roadmaps and solutions are critical mandates that Dong Nai City has been aggressively deploying.
Attracting Key Sectors
To establish a solid baseline for mutating the growth model and boosting the local economy's competitiveness, in early 2026, Dong Nai promulgated Plan No. 06/KH-UBND regarding the technological innovation roadmap through 2035 for key economic sectors.
Under this orientation, the city will drive the restructuring of spearhead economic sectors toward modernization, deeply rooted in science-technology, innovation, and digital transformation. Specifically, focus will be funneled into developing:

By progressively mastering and applying strategic technologies, Dong Nai expects to elevate the technological innovation capacity of local enterprises, expand the added-value content embedded within products, and generate fresh momentum for fast, sustainable economic growth. According to Mr. Nguyen Kim Long, Member of the Standing Committee of the Municipal Party Committee and Permanent Vice Chairman of the Municipal People's Committee, Dong Nai's ultimate destination is to become a high-tech industrial city, a modern metropolis, an international logistics and services hub, and a high-tech agricultural center with deep regional linkages and global connectivity.
Each sector, depending on its unique traits, requires tailored operational directions. For manufacturing and processing, the integration of automation, industrial robotics, smart manufacturing, and digital technology will assist enterprises in increasing productivity, minimizing costs, and escalating product value. Similarly, in logistics, the Long Thanh International Airport unlocks massive demand for supply chain management technology, smart logistics, and digital infrastructure. This is viewed as a vital new engine for the city's economic growth. According to Mr. Tran Thanh Hai, Deputy Director of the Import-Export Department (Ministry of Industry and Trade), Dong Nai's logistics services must be oriented to become an international-level hub based on its distinct advantages and inherent potential.
Dong Nai’s developmental choices perfectly align with the Central Government's aspirations. On May 18, during a working session with the Standing Committee of the Dong Nai Municipal Party Committee to mark the reception of the National Assembly's Resolution establishing Dong Nai City, General Secretary and President To Lam mandated the architecting of a new growth model. To break past the limits of a traditional industrial hub, Dong Nai must develop via productivity, advanced technology, knowledge content, innovative capacity, and positive spillovers onto domestic enterprises.
Accelerating Technological Innovation
To fulfill long-term economic growth mandates within spearhead sectors, Dong Nai strives to progressively establish and deploy core technologies, upgrade corporate innovation capacity, and increase the added-value ratio by 2030. By 2035, the city aims to attain a leading position in several technical fields, execute powerful technological transitions, capitalize efficiently on domestic and international market demands, and fully master breakthrough technologies.
Green transition represents the decisive factor driving Dong Nai's sustainable growth in the upcoming phase. The city will focus on evaluating global technology trends alongside domestic and international market needs to identify the core technologies capable of engineering structural breakthroughs.
Regarding the deployment roadmap, Dong Nai’s technological innovation blueprint outlines three concrete operational phases:

Phase 1 (2026–2027) | Capacity Building and Digital Transformation: Focuses heavily on consolidating foundations, digitizing operating processes, and constructing baseline data layers for strategic technology mapping.

Phase 2 (2028–2030) | Transition to Innovation and High Value (Applying Technology Maps): Focuses on executing assessment results, aggressively fostering innovation, pivoting toward products with higher technology content, and attracting high-quality foreign direct investment (FDI).

Phase 3 (2031–2035) | Synthesis, Evaluation, and Roadmap Alignment: Moves toward forming digital tech industrial incubators inside concentrated information technology parks, innovation zones, and high-tech parks once they are fully established.
Coupled with project attraction, Dong Nai is also step-by-step converting the development model of its industrial zones (IZs) to serve modernization and green manufacturing goals. The city positions its system of IZs and economic zones to become modern, ecological, and deeply integrated into global value chains. Priority will be granted to spearhead industries, emerging technologies, specialized IZs, high-tech IZs, eco-industrial parks, and industrial supporting services.
According to Mr. Pham Viet Phuong, Deputy Director in charge of the Dong Nai Industrial Zones and Economic Zones Management Board, investment trends are shifting. Partners and financiers are placing greater weight on a stable investment environment, synchronized technical infrastructure, logistics connectivity, high-quality human resources, and the capability to meet sustainable development criteria. Therefore, comprehensively upgrading infrastructure, service quality, and corporate support capacity is critical to sustaining strong appeal for fresh investment capital.
