Capital Top-Up for Key Projects

With the objective of enhancing the utilization efficiency of public investment capital, Dong Nai City has recently conducted reviews to defer and suspend delayed or non-urgent projects. Concurrently, the municipality has supplemented and increased capital allocations for essential and key projects.

Supplementing Nearly 274 Billion VND for Land Clearance

Ring Road 4 - Ho Chi Minh City passes through Dong Nai City, Ho Chi Minh City, and Tay Ninh Province, with the section spanning Dong Nai extending over 46km. This route serves as a strategic transport axis connecting the Southeast region with the Southwest and Central Highlands, accelerating freight transit from industrial zones and urban areas to seaports and airports, and vice versa. It also plays a vital role in connecting regional urban and industrial hubs, fostering regional linkages, and driving socio-economic growth in the Southern Key Economic Zone.

According to the investment policy approved by the National Assembly, the Ring Road 4 - Ho Chi Minh City Project, specifically the section crossing Dong Nai City, is split into two component projects: Component Project 1-2 handles compensation, support, resettlement, and front road construction utilizing local budget capital; Component Project 2-2 manages the construction of the mainline according to expressway standards under the Public-Private Partnership (PPP) format.

According to Mr. Nguyen Van Ut, Deputy Secretary of the Municipal Party Committee and Chairman of the Dong Nai Municipal People's Committee, the Ring Road 4 - Ho Chi Minh City Project is a national key project. For Dong Nai City, this project is highly imperative, as it not only establishes transport connectivity but also unlocks fresh development spaces for the locality.

Given that significance, on May 26, the Dong Nai People's Committee issued a decision to supplement and adjust the 2026 public investment plan (6th revision). Accordingly, Component Project 1-2 of Ring Road 4 - Ho Chi Minh City was topped up with nearly 274 billion VND to fund land clearance operations. Following this adjustment, the total 2026 capital plan allocated to Component Project 1-2 stands at over 3.5 trillion VND.

In addition to Component Project 1-2 of Ring Road 4 - Ho Chi Minh City, during the late May adjustment cycle, 10 other projects were granted capital top-ups totaling over 52 billion VND. These supplemented projects span the sectors of transportation, education-training and vocational training, culture, as well as water supply and drainage.

Enhancing Public Investment Capital Efficiency

Over the past period, with the goal of achieving a public investment disbursement rate of over 95% while enhancing capital utilization efficiency, the Municipal People's Committee directed the Department of Finance to collaborate with relevant units to evaluate the feasibility and urgency of public investment projects. This evaluation aims to propose adjusted capital allocations to optimize performance and prevent scattered investments.

Projects are categorized according to priority levels for capital allocation and execution. Level 1 comprises projects of national significance and key works under the public investment sector and the Resolution of the 1st Congress of the Municipal Party Committee. Level 2 includes projects in key sectors directed by the Government, such as science, technology, digital transformation, healthcare facilities, and schools, alongside regional linkage projects and works with major socio-economic impacts on the city during the 2026–2030 phase. Level 3 encompasses projects aligned with planning that do not fall under levels 1 and 2. For Level 3 projects already allocated capital in the 2026 plan, the Department of Finance proposed solutions to suspend, stretch, or defer their funding schedules, aiming to consolidate resources for the city's key projects.

According to the Department of Finance, as of the end of April 2026, 106 projects across the city have been deferred or suspended to redirect resources toward more essential projects.

The Department of Finance also reported that by the end of May 2026, Dong Nai City had executed 6 revisions to supplement and adjust its 2026 public investment plan.

Earlier, in late April 2025, during a working session regarding Dong Nai's public investment disbursement progress, the Deputy Secretary of the Municipal Party Committee and Chairman of the Municipal People's Committee, Mr. Nguyen Van Ut, instructed the Department of Finance to continue reviewing and proposing the reduction or temporary suspension of public investment projects in line with Central Government directives. This includes transition projects that yield low socio-economic returns, projects failing to execute land clearance, and projects lacking construction materials. "All capital resources must be prioritized for key projects managed by the Central Government and the city," Chairman Nguyen Van Ut mandated.
