Clarifying Achieved Outcomes in New Rural Development and Sustainable Poverty Reduction

(DN) On the afternoon of June 4, Mr. Dieu Dieu, Head of the Ethnic Minorities Committee of the Dong Nai Municipal People's Council, held a working session with the Department of Agriculture and Environment and relevant units to discuss coordination efforts in preparing programmatic content for the mid-2026 Municipal People's Council session.

Regarding the implementation outcomes of the National Target Program on New Rural Development for the 2021–2025 period, as of the end of 2025, 100% of communes across the municipality had fulfilled all criteria and indicators for new rural status; 25 communes achieved advanced new rural status, and 8 communes met the exemplary new rural standards.

In 2025, the average per capita income reached over 86 million VND, representing an increase of nearly 22.2 million VND compared to 2021. Agricultural production maintained stable growth, averaging 3.8–4% annually. Criteria concerning investments in education, healthcare, and rural commerce all registered high performance. The total capital mobilized to execute the new rural development blueprint for the 2021–2025 period exceeded 432.8 trillion VND. In 2026, Dong Nai City has 62 communes executing new rural mandates, among which 6 communes across the municipality are striving to officially secure their new rural designations.

Regarding the Sustainable Poverty Reduction Program, by the end of 2025, the poverty rate according to national standards stood at 0.24%, successfully meeting the targets mandated by the resolution; the poverty rate declined by an average of 0.2% annually. Throughout the 2021–2030 phase, the municipality has implemented 116 production and livelihood support models for impoverished households, utilizing total budget allocations of approximately 90 billion VND and aiding over 2.7 thousand households.

The eradication of temporary and dilapidated housing received deep administrative care, resulting in structural support for a total of more than 2,000 temporary and degraded houses. The total capital mobilized for the Sustainable Poverty Reduction Program during the 2021–2030 period reached nearly 3.5 trillion VND.

The ethnic minority population in the municipality currently numbers over 421,000 individuals, accounting for nearly 9.4% of the city’s total population across 37 distinct ethnic groups. Over the past years, the municipality has effectively executed supportive policies targeted at prestigious individuals, while communication and mobilization efforts within ethnic minority regions have been consistently prioritized.

Mr. Dieu Dieu, Head of the Ethnic Minorities Committee of the Dong Nai Municipal People's Council, expressed consensus with the reports detailing the National Target Program on New Rural Development and the Sustainable Poverty Reduction Program. He requested that the Department of Agriculture and Environment refine its reporting to explicitly clarify and highlight the sustainable outcomes achieved during the 2021–2025 period.

Furthermore, the department must thoroughly analyze existing limitations and bottlenecks to provide a foundation for lessons learned, as well as to map out actionable solutions for the upcoming phase. The Department of Ethnic and Religious Affairs is directed to review and reassess the practical implementation of ethnic policies, particularly regarding the livelihoods of ethnic minority compatriots following administrative mergers. On the basis of the recommendations raised during the session, the coordinating units will finalize the drafts of proposals scheduled for submission at the mid-2026 Municipal People's Council session.
