Clearing Land Sites, Paving the Way for Growth
Dong Nai is currently deploying and preparing to implement a series of transport, urban, and resettlement projects to create drivers for growth. To turn these works into reality soon, the work of compensation, support, resettlement, and land clearance plays a "paving the way" role for investment, disbursement, and development.

Faced with that requirement, leaders of the Dong Nai City Party Committee and the City People's Committee have issued numerous directives, and departments and localities are taking drastic actions.
Land Clearance Paving the Way for Growth
Reality over the past many years has shown that key national and local projects can only unfold right on schedule when land clearance is executed synchronously and timely. Conversely, any delay in the land clearance phase entails consequences such as cost overruns, slow capital disbursement, prolonged construction, and reduced project efficiency.
In Dong Nai, the City Land Fund Development Center is the core agency implementing the work of compensation and land clearance for key large-scale transport, urban area, and resettlement projects, as well as developing clean land funds for auction.
Mr. Nguyen Cao Tai, Director of the Dong Nai City Land Fund Development Center, stated: The unit clearly recognizes that every successfully auctioned land plot, every compensation file resolved ahead of schedule, or every project accelerated directly contributes to unlocking a development resource. Therefore, the center has built a detailed land clearance plan for each project on a monthly and quarterly basis; clearly assigned the responsibility of each person in charge; regularly monitored progress; and promptly untangled arising difficulties.
"Our guiding spirit is to carry out compensation and land clearance under the motto of being 'proactive, presiding, and the core force'; coordinating closely with relevant localities and units to fulfill assigned tasks right on schedule," Mr. Nguyen Cao Tai expressed.
Dai Phuoc Commune is one of the localities standing before a powerful development opportunity thanks to major transport infrastructure and urban area projects. Land clearance is identified by the locality as a central task in the current phase.
Chairman of the Dai Phuoc Commune People's Committee Ho Quoc Tan said: The locality has committed to the City Party Executive Committee and the Party Committee of the City People's Committee to concentrate resources on accelerating the progress of compensation and land clearance for key works including Cat Lai Bridge, Phu My 2 Bridge, and two large-scale urban area projects recently approved by the City People's Council.
According to Mr. Ho Quoc Tan, in the coming time, the locality will reclaim about 3,000 hectares to serve projects. These are projects that not only create new riverside urban spaces along the Dong Nai River and boost trade and services but also open up many job opportunities for local people. The locality determines that it must go one step ahead in finalizing legal procedures, disseminating and mobilizing citizens, and accelerating land clearance so that projects can be deployed right on schedule.
Not Letting Land Availability Impede Development
Land clearance is the first step in the project implementation process, and simultaneously the "key" to unlocking development resources. When the site is guaranteed, the work will have the conditions to unfold right on schedule, and public investment capital will be absorbed effectively. The subsequent efficiency is an increased attraction for investors, increasingly comprehensive local infrastructure, and activated socio-economic development.
Deputy Secretary of the City Party Committee and Chairman of the Dong Nai City People's Committee Nguyen Van Ut, during multiple working sessions, has demanded that the entire political system resolutely overcome the state of dodging, shifting, or fearing responsibility, and eliminate the mindset of working half-heartedly or formally in public duty execution as well as land clearance tasks.
The city is deploying an action program with the goal of double-digit growth and becoming an important national growth pole. To achieve that goal, the city determines that it must focus on untangling infrastructure bottlenecks, accelerating the progress of key works, strongly reforming administrative procedures, improving planning quality, strengthening digital transformation, and building a more transparent and favorable investment environment.
The message delivered by city leaders is: Every work completed one day early will create additional headroom for growth, every procedure shortened will create additional trust for citizens and businesses, and every drastic action today will open up further development opportunities in the future.
During a working session with the Standing Committee of the Dong Nai City Party Committee on June 13, Prime Minister Le Minh Hung also requested the locality to quickly untangle bottlenecks related to key project sites, especially strategic connecting works with Long Thanh International Airport to ensure synchronous exploitation by late 2026. Besides, the Prime Minister also reminded the locality to accelerate the progress of finalizing projects such as the Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3, and the Bien Hoa - Vung Tau Railway. The locality must concentrate on land clearance to commence and accelerate projects: Ho Chi Minh City Ring Road 4, investing in the construction of the North-South Expressway to the West along the Gia Nghia - Chon Thanh section, and constructing the Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway...
Dong Nai has entered a development phase with the status of a city; land clearance is no longer the separate job of a single sector, unit, or locality. This is becoming a central task of the entire political system to activate land resources, maximize the advantage of being the hub in a major economic growth pole of the country, and create new development spaces. When sites are cleared, new roads, modern urban areas, and large-scale infrastructure works will have the conditions to be completed right on time or even ahead of schedule, contributing to driving Dong Nai City to develop faster and more sustainably.
The Dong Nai City Land Fund Development Center is the unit assigned by the City People's Committee to implement the work of compensation, support, resettlement, and land clearance for key projects. Currently, the center directly implements 11 projects; directs and manages branches to implement 16 projects; and is preparing the steps to execute compensation and land clearance for 28 projects.
