Dong Nai is evaluated as a locality converging all the necessary conditions to robustly develop its logistics services sector. However, over the past years, the development of the logistics service sector has not kept pace with socio-economic growth and corporate demands.

Synchronized planning, regional connectivity, industry business networks, and human resource training are urgent requirements set forth to turn logistics into a spearhead economic sector of the city.

Synchronized Planning for the Logistics Industry

Dong Nai has developed concentrated industries with dozens of industrial zones on a scale that ranks among the top nationwide. The city features Long Thanh International Airport as a global aviation gateway; Phước An deep-water seaport directly connected to the Cai Mep - Thi Vai port system; inter-regional expressways, as well as major stations on the North-South railway line. Along with these is the system of the Hoa Lu International Border Gate and other main and secondary border gates with Cambodia, creating favorable conditions to form cross-border trade corridors.

However, the actual development of local logistics services remains limited. Although the infrastructure system serving transportation and cargo import-export activities has received investment, interconnected connectivity is not yet complete. Associated costs in the process of transporting and importing-exporting goods remain at a high level, causing numerous difficulties for both service provider enterprises and production and business enterprises.

With the emergence of driving infrastructure, particularly Long Thanh International Airport, seaports, expressways, and dozens of industrial zones, the logistics space needs to be organized in close connection with production areas, industrial zones, and economic hubs. Industrial-advantaged areas need to develop logistics services that serve production; areas with favorable land funds and connectivity conditions can form large-scale cargo transit and distribution centers.

Accordingly, in the new phase, the development of logistics in Dong Nai cannot merely stop at constructing more warehouses, yards, or connecting traffic routes. What is more important is to form a logistics system capable of effectively serving the entire supply chain. Mr. Tran Thanh Hai, Deputy Director General of the Import-Export Department (Ministry of Industry and Trade), remarked: Dong Nai holds an important position on the Vietnam logistics map. The Strategy for the Development of Vietnam's Logistics Services for the 2025–2035 period, with a vision to 2050, has been issued. Dong Nai needs to plan its logistics development in a synchronized manner that aligns with Vietnam's general orientation.

According to City Party Committee Member and Director of the Dong Nai Department of Industry and Trade Vu Ngoc Long, the crucial factor in logistics planning is creating connectivity instead of developing in isolation. A logistics center only maximizes its efficiency when it is located within a network of transportation, production, and cargo consumption. Dong Nai is currently in the process of implementing its planning tasks, including the logistics sector. The city's industry and trade sector, alongside relevant agencies, desire experts, professional organizations, and service enterprises to contribute opinions so that Dong Nai can have an overview and sound solutions in planning and development.

Connecting to Create a Complete Logistics Ecosystem

Mr. Nguyen Thanh Han, Chairman of the Dak Lak Province Logistics Association, shared: The northern region of Dong Nai possesses connectivity and spillover effects for the western region of Lam Dong Province and Dak Lak Province. This region needs to be established to become a logistics backyard for Lam Dong and Dak Lak in processing, storing, and preserving agricultural products. This area is a geographically favorable location to attract agricultural processing enterprises to invest and develop logistics services. When reasonable attraction mechanisms and policies are in place, investing enterprises will create an economic development driver for the entire adjacent region mentioned above.

 

According to experts, to promote effective regional connectivity, Dong Nai as well as neighboring localities need to focus on building tight cooperation mechanisms, upgrading and developing transport infrastructure, strengthening linkages, and expanding logistics services; upgrading and developing vessel-to-port support systems, handling systems; systems serving transit cargo; warehousing and yard storage systems, and domestic transport connection systems...

For enterprises exploiting and supplying logistics services, connecting and leveraging each other's advantages is highly critical to improving business efficiency. For instance, Saigon Newport Corporation and Phuoc An Port have established multiple connections and collaborations over the past period, contributing to forming a synchronized seaport-logistics ecosystem, enhancing supply chain connection capacity, and creating a new development driver for Dong Nai. Ms. Pham Thi My Le, Deputy Marketing Director of Saigon Newport Corporation, shared: This is not merely a joint exploitation but a linkage within an integrated logistics ecosystem. The combination of Saigon Newport's capacity and network with the potential and strategic location of Phuoc An Port will bring substantial value to clients, shipping lines, and import-export enterprises, while optimizing logistics costs and promoting the advantages of regional connectivity.

According to Mr. Nguyen Duy Hung, Permanent Vice Chairman of the Dong Nai Logistics Association, the majority of service-providing enterprises are still small in scale, lacking large-scale units. When making initial investments, enterprises have not paid adequate attention to linking and cooperating to jointly exploit cargo sources. To develop a local logistics ecosystem, it is vital to emphasize the linkage and development among logistics service providers themselves in order to optimize costs and cargo sources. It is not just about connections between large units like Tan Cang and Phuoc An, but small and medium-sized enterprises in the area also need to connect to cooperate and walk a longer path together.
