Valuing the development of the business community

 

For decades, Dong Nai has been a priority destination for both domestic and foreign investors. The attraction of significant Foreign Direct Investment (FDI) has gradually created a robust business ecosystem in Dong Nai, and the locality has step-by-step improved the quality and efficiency of attracting investment projects toward high-tech and modern directions.

On Semiconductor Vietnam Co., Ltd. (Bien Hoa 2 Industrial Park, Tran Bien Ward) specializes in manufacturing and processing integrated circuits and other semiconductor components for discrete, small-signal, analog, logic, and mixed-signal technologies. The factory covers an area of over 2.3 hectares, and all of the company’s products are exported. According to a corporate representative, the business will continue to invest in expanding production scale in the future to capture the shift of investment flows into Vietnam, including Dong Nai.

Dong Nai City will continue to review and resolve legal bottlenecks related to investment, land, construction, and the environment; resolutely eliminate unnecessary business conditions; and simultaneously establish a mechanism to protect officials who dare to think, dare to do, and dare to take responsibility when processing business records.

Along with attracting FDI projects, Dong Nai also holds significant appeal for domestic enterprises. From Dong Nai, many units have progressively grown stronger, with numerous businesses rising to conglomerate scale and developing projects and subsidiaries nationwide—such as Thaco, KN Holdings, and Hung Nhon—contributing to the brand identity of both local businesses and the national brand.

With Dong Nai's transition to a city, the local business community expects even more robust development opportunities. Mr. Vo Quang Hieu, Deputy General Director of Thuan Loi Rubber Co., Ltd. (Thuan Loi Commune), hopes the city will continue to accelerate administrative reform and perfect mechanisms and policies toward transparency and stability; focus on human resource development, and improve the quality of public services, thereby creating a truly open, safe, and attractive investment and business environment.

Accompanying businesses, Dong Nai has recently implemented numerous policies and solutions to promote economic development and production, starting with administrative measures. Plan No. 23-KH/TU, dated September 4, 2025, from the Dong Nai Provincial Party Committee (now the Dong Nai City Party Committee) specified the objectives of Resolution No. 68-NQ/TW on private economic development in the area. Accordingly, by 2030, Dong Nai aims to reduce administrative processing time by at least 30%, legal compliance costs by at least 30%, and business conditions by at least 30%, with further significant reductions in subsequent years. The city strives to rank among the top 10 provinces and cities nationwide in terms of technological proficiency, innovation capacity, and digital transformation.

According to Mr. Nguyen Kim Long, Member of the Standing Committee of the City Party Committee and Standing Vice Chairman of the City People's Committee, Dong Nai identifies the promotion of the private economic sector as one of the top key drivers for growth. The city prioritizes attracting industries with high added value and strong spillover effects, such as high technology, supporting industries, logistics, airport services, modern trade, the digital economy, and innovation.

To create momentum for the economy and empower the business community in the long term, Dong Nai will establish industry clusters linked to the advantages of each area. Specifically, the Long Thanh and Nhon Trach areas can develop airport services, logistics, airport cities, supporting industries, and modern trade. The Bien Hoa, Trang Bom, and Dau Giay areas will continue to develop industry, urban services, distribution centers, and transportation connectivity. The northern areas of the city, agricultural zones, and border-adjacent regions can develop high-tech agriculture, deep processing, eco-tourism, and border trade.

Promoting Business Community Connectivity

Development opportunities for businesses and entrepreneurs in Dong Nai are immense but come with the requirement to enhance corporate quality. For Dong Nai, the new requirement is not just to increase the number of businesses but to elevate the quality of growth. Dong Nai needs a private sector with higher leadership capacity, participating more deeply in high-tech industries, supporting industries, logistics, airport services, modern trade, the digital economy, innovation, high-tech agriculture, and urban services.

As a city, Dong Nai's development standards will be higher. Opportunities from Long Thanh International Airport, Phuoc An Port, expressways, ring roads, industrial parks, and inter-regional logistics corridors will open up a vast market space. However, these opportunities only translate into value when businesses possess the capacity to participate.

According to data from the City People's Committee, as of April 30, 2026, Dong Nai has nearly 116.9 thousand private business entities registered on the national business registration information system. This includes nearly 84.5 thousand enterprises and more than 32.4 thousand branches, representative offices, and business locations registered for operation, with a total registered capital of over 915.6 trillion VND.

Businesses in Dong Nai will have to compete with FDI enterprises that possess advantages in capital, technology, and management; compete with domestic businesses that are rapidly innovating; and at the same time, meet green standards, digital standards, ESG (Environmental, Social, and Governance), traceability, and labor requirements. As administrative barriers are gradually removed, the "playing field" becomes wider, but the pressure of elimination also intensifies.

According to Mr. Nguyen Kim Long, Standing Vice Chairman of the City People's Committee, Dong Nai's future goal is to transition from spontaneous business development to the creation of a business ecosystem. The city government will identify priority industries, priority development spaces, priority support policies, and groups of businesses with high growth potential. Business associations must become substantive bridges between the government and the market, helping to reflect difficulties, propose policies, connect supply and demand, and link FDI enterprises with local businesses.

Dong Nai promotes the rapid formation and development of large and medium-sized enterprises and private economic conglomerates of regional and global stature. There are preferential policies to encourage the private sector to participate alongside the State in strategic sectors, key projects, and important national scientific research tasks. Simultaneously, the city will allocate, mobilize, and integrate resources to participate in representative and pioneering business development programs, as well as "Go Global" programs according to specific sectors and managed areas.

According to Mr. Dang Van Diem, Chairman of the Dong Nai Business Federation, surveys within the city indicate that access to land, production sites, green credit flows, and support for connecting to production supply chains are what businesses need most. The business community expects the city government to continue improving the business environment and creating conditions for corporate growth, contributing to the overall achievements of the locality.

On the part of the Dong Nai Business Federation, the unit will strive to connect and support the development of the local business ecosystem. It serves as an effective bridge to bring State and local policies to the business community and to recommend solutions for removing difficulties in production and business. Parallel to this, the Dong Nai Business Federation, as well as industry-specific business associations, will strengthen connections with businesses in Ho Chi Minh City and neighboring localities. Furthermore, they will coordinate with departments and agencies to organize trade promotion programs and support the connection between Dong Nai businesses and local FDI enterprises.
