Developing state budget revenue through FDI attraction
According to the state budget revenue estimates for the domestic sector, in 2026, Dong Nai City expects budget revenue from Foreign Direct Investment (FDI) enterprises to reach 18.8 trillion VND (with total estimated domestic state budget revenue for 2026 at 76.9 trillion VND). This accounts for nearly 25% of the total collection and represents the highest among the city's 18 domestic budget revenue categories.

However, with the opportunities and stature of a city holding extensive potential and a strategic location in the economic development of both the region and the country, Dong Nai is continuing to strengthen its attraction of large-scale, modern, and environmentally friendly projects to generate high economic value, contributing more to the state budget revenue in the coming time.
FDI enterprises contribute significantly to the budget
In 2025, the FDI enterprise sector recorded the highest state budget contribution with nearly 18 trillion VND. During the early months of 2026, FDI enterprises remained in the top tier for state budget contributions across Dong Nai City. Many units have continuously placed among the enterprises with the highest tax contributions in the city and the country, receiving commendations from the Ministry of Finance, the Tax Department, and city leaders.
A prime example is C.P. Vietnam Livestock Joint Stock Company (C.P. Vietnam, located in Bien Hoa II Industrial Park, Tran Bien Ward), which is one of the enterprises arriving from Thailand. Over more than 30 years of investment and operations in the fields of livestock farming, animal feed production, and processed chicken for export, C.P. Vietnam contributes thousands of billions of VND to the state budget annually. In 2025, C.P. Vietnam was the FDI enterprise with the highest tax contribution in Dong Nai, yielding nearly 1.6 trillion VND.
Dong Nai commits to continuing to step up administrative procedure reforms and creating a transparent and favorable investment environment. The city will enhance discipline and administrative order in public duty execution while strengthening the responsibility of agencies and units. Focus will be placed on developing transportation infrastructure and industrial parks, alongside improving the quality of human resources. In parallel, the city will increase dialogue, walk side-by-side with businesses, and promptly resolve difficulties for enterprises.

Bessco Vina Co., Ltd. (Bessco Vina) from South Korea, based in Chon Thanh II Industrial Park with a total investment capital of 20 million USD and specializing in athletic footwear manufacturing, also contributed over 150 billion VND to the state budget in 2025. Kim Jeong, Director of Bessco Vina, shared that these are not merely figures carrying economic significance but also concrete proof of the transparent, sustainable, and responsible development orientation that Bessco Vina consistently and steadfastly pursues. Bessco Vina understands that the development of an enterprise is always intertwined with the general development of the country and society.
In addition, many other FDI enterprises have made major contributions to the state budget revenue over the past years, such as: Ajinomoto Vietnam Co., Ltd. (Japan) with a contribution of over 450 billion VND; HS Hyosung Vietnam Co., Ltd. with a tax payment of nearly 265 billion VND; and Nestle Vietnam Co., Ltd. (Switzerland) with a tax payment exceeding 400 billion VND in the import-export sector in 2025...
Resolving "snags" to build an attractive investment environment
The year 2026 marks the initial year of implementing the Resolution of the 1st City Party Congress (formerly Dong Nai Province), for the 2025-2030 tenure, and the 14th National Party Resolution; it is concurrently the year to realize the objective of building Dong Nai City. Therefore, Resolution No. 05-NQ/TU of the City Party Committee Executive Commons (1st tenure) regarding the launching of a special 500-day-and-night emulation campaign themed "Solidarity - Discipline - Efficiency - Breakthrough, Building a Civilized and Modern Developing Dong Nai" to maintain and elevate implementation quality through 2030 (referred to as Resolution 05) has laid down the requirement to create robust, distinct, and substantive shifts across the political system. This applies especially to discipline, administrative order, public service responsibility, organizational execution capacity, and public service efficiency.
Concurrently, the resolution aims to unleash maximum development resources and promptly dismantle "bottlenecks" and "snags" in investment, production, and business, striving for a double-digit economic growth target during the deployment of the 500-day-and-night emulation movement and subsequent years, tied to ensuring social welfare, national defense - security, and improving citizens' living standards.

The introduction of Resolution 05 serves as evidence of the high determination of the Dong Nai City Party Committee Executive Commons in the process of building a developed, civilized, and modern city, while fulfilling the aspirations of all walks of life, businesses, and investors.
Speaking at the 2026 FDI Enterprise Meeting, Kwon Tae Han, Deputy Consul General of South Korea in Ho Chi Minh City, observed that recently, many guiding policies and regulations have been issued or adjusted within short periods. Meanwhile, due to specific characteristics such as language barriers and variations in procedural understanding, FDI enterprises face numerous difficulties, resulting in project execution delays, increased administrative costs, or risks due to differing interpretations during application. Therefore, the functional authorities of Dong Nai need to promptly establish a "one-stop-shop" mechanism as the focal agency in charge of guiding uniform procedures, as well as assigning dedicated officials to provide support... Doing so will help enhance the predictability of the business environment, contributing to easing burdens for enterprises while boosting administrative efficiency and local competitiveness.
During the first 4 months of 2026, Dong Nai City attracted nearly 1.3 billion USD in investment from the FDI sector, including 38 newly licensed projects and 40 capital-adjusted projects. To date, Dong Nai hosts over 2,200 FDI projects with a total investment capital exceeding 45 billion USD.
Throughout their operations, many FDI enterprises have maintained stable production and business activities, consistently fulfilled their declaration and tax payment obligations well, and made major contributions to the city's state budget revenue source. Notably, quite a few enterprises have proactively coordinated with tax authorities in implementing tax management regulations, contributing to raising management efficiency and creating a sustainable revenue source for the local budget.
To ensure the sustainable growth of state budget revenue from the FDI sector, Dong Nai City is focusing on deploying solutions to quickly resolve "snags" and clear "bottlenecks," forging a favorable investment environment to attract new FDI investment projects, while facilitating production expansion and capital increases for FDI enterprises currently operating in Dong Nai.
Clearly stating the perspective of Dong Nai City leaders in the process of attracting investment and increasing the state budget revenue source, Member of the Standing Committee of the City Party Committee and Permanent Vice Chairman of the City People's Committee Nguyen Kim Long affirmed that Dong Nai always defines the business community, particularly the FDI enterprise sector, as an important component and a companion partner in the local socio-economic development process. The stability, efficiency, and sustainable development of businesses form the very foundation for the city's growth.
Dong Nai hopes that the FDI business community will continue to place its trust, establish long-term attachments, expand investments, strengthen technology applications, and enhance linkages with domestic enterprises, while ensuring harmonious development between economic efficiency, social responsibility, and environmental protection.
