Dong Nai City: Towards Becoming a Key Growth Pole of the Nation

The establishment of Dong Nai City as a centrally governed municipality not only marks a historic turning point for the locality, but also opens up a new growth pole for the southern economic region.

On the evening of May 18, the Dong Nai City Party Committee, People’s Council, People’s Committee and Vietnam Fatherland Front Committee solemnly held a ceremony to announce the National Assembly’s Resolution on the establishment of Dong Nai City — a special milestone in the development journey of one of the country’s most dynamic industrial regions.

General Secretary and State President To Lam attended and delivered a directive speech at the ceremony. Many former leaders of the Party and State, leaders of central commissions, ministries and agencies, leaders of localities, representatives of international diplomatic missions, and a large number of officials and residents of Dong Nai City also attended the event.

From Dong Nai City, attendees included Vu Hong Van, Member of the Party Central Committee and Secretary of the City Party Committee, together with current and former local leaders through different periods; Vietnamese Heroic Mothers; Heroes of the People’s Armed Forces; Labor Heroes in the renewal period; religious dignitaries; and respected people among ethnic communities.

At the ceremony, Phan Chi Hieu, Member of the Party Central Committee, Member of the National Assembly Standing Committee and Chairman of the National Assembly’s Committee on Legal and Judicial Affairs, announced Resolution No. 30/2026/QH16 of the National Assembly on the establishment of Dong Nai City.

Under the resolution, Dong Nai City was established on the basis of the entire natural area and population size of the former Dong Nai Province. The new city has a natural area of 12,737.18 square kilometers and a population of more than 4.49 million people, with 95 commune-level administrative units, including 33 wards and 62 communes.

Becoming a centrally governed municipality is considered a historic transformation, opening a new “door” for Dong Nai’s development as the Southeast region enters a period of large-scale economic and urban spatial restructuring. Not only the industrial capital of the Southeast, Dong Nai now holds a strategic gateway position connecting Ho Chi Minh City with the Central Highlands, the South Central Coast and the Mekong Delta.

In recent years, Dong Nai has continuously emerged as one of the country’s industrial and logistics “locomotives.” According to data published by the locality, Dong Nai currently has dozens of operating industrial parks with high occupancy rates, attracting large volumes of FDI into high technology, processing and manufacturing, logistics, and production support services. In particular, the Long Thanh International Airport project — a national strategic infrastructure project — is being accelerated and is expected to create a major boost for the economic, commercial and urban growth of Dong Nai City in the future.

At the same time, interregional transport infrastructure is gradually being completed with the Bien Hoa - Vung Tau, Ben Luc - Long Thanh, Dau Giay - Phan Thiet expressways, Ho Chi Minh City Ring Road 3, Ring Road 4, and many other key logistics connection routes. These projects are gradually weaving a multimodal trade network, helping Dong Nai strengthen its role as a center for goods transshipment, industry and services in the Southern Key Economic Region.

At the ceremony, General Secretary and State President To Lam presented National Assembly Resolution No. 30/2026/QH16 on the establishment of Dong Nai City to the Standing Board of the Dong Nai City Party Committee.

On this occasion, Pham Huy Giang, Head of the Central Emulation and Commendation Board, also announced Decision No. 603/QD-CTN dated April 30, 2026 of the State President on awarding the First-class Labor Order to the Party Committee, authorities and people of Dong Nai City for their outstanding achievements in socio-economic development, contributing to the cause of building socialism and defending the Fatherland.

Speaking at the ceremony, General Secretary and State President To Lam emphasized that the establishment of Dong Nai City as a centrally governed municipality is a milestone of special significance, opening up new development space and marking a major turning point in the locality’s journey forward. He affirmed that this is a worthy recognition of Dong Nai’s persistent efforts, important contributions and increasingly significant role in the cause of national construction and defense.

General Secretary and State President To Lam assessed Dong Nai as a land rich in historical depth, culture and revolutionary tradition, having recorded many important feats during the resistance wars. In the renewal period, Dong Nai has continued to affirm its pioneering role by becoming one of the country’s important centers of industry, urbanization and integration. Alongside economic growth, the locality has also paid attention to effectively implementing social welfare policies, improving people’s lives, and developing social housing, education, healthcare and sustainable poverty reduction.

According to General Secretary and State President To Lam, becoming a centrally governed municipality sets new requirements for development vision, governance capacity and responsibility toward the people and the country. He called on Dong Nai to maximize its strategic advantages in industry, logistics, multimodal transport infrastructure, aviation and interregional gateway location to become a multifunctional growth pole, an industrial, innovation and dynamic urban center of the nation.

Beyond expectations for economic growth, Dong Nai City is also expected to become a modern, polycentric and sustainably developed urban model. In the context of major megacities facing population, traffic and environmental pressures, Dong Nai is seen as a “strategic buffer” with sufficient land, industrial capacity, logistics systems and the ability to attract residents and high-quality workers.

The formation of Dong Nai City as a centrally governed municipality will enable the locality to gain additional special mechanisms for planning, infrastructure investment, urban governance and resource attraction. This is also considered a suitable step in line with the trend of developing new growth poles to share pressure with Ho Chi Minh City while promoting deeper regional linkages in the coming period.

General Secretary and State President To Lam called on the Party Committee, authorities, armed forces, business community and people of Dong Nai City to continue upholding the spirit of solidarity and innovation, firmly safeguarding national defense and security, and building a transparent, modern and sustainable development environment. The Politburo expressed confidence that Dong Nai will rise to become a rapidly developing, civilized and modern centrally governed municipality, playing the role of an important growth pole for the Southeast region and the whole country.

Speaking at the ceremony, City Party Secretary Vu Hong Van said the Party Committee, authorities and people of Dong Nai City were honored to welcome General Secretary and State President To Lam, along with current and former Party and State leaders, to attend the ceremony announcing the National Assembly’s Resolution on the establishment of Dong Nai City and receiving the First-class Labor Order. He affirmed that the Executive Committee of the City Party Committee will seriously and fully absorb the directive opinions of General Secretary and State President To Lam, considering them both a political order and an important orientation to unlock resources, promote potential and advantages, build a clean and strong political system, and remain determined to bring Dong Nai toward rapid and sustainable development.

City Party Secretary Vu Hong Van emphasized that Dong Nai is a land rich in historical, cultural and revolutionary traditions, having gone through nearly 330 years of formation and development to become a dynamic industrial capital of the Southeast. After the merger from July 1, 2025, Dong Nai City has an area of nearly 13,000 square kilometers, a population of more than 5 million people, and an economic scale of about VND 700 trillion, opening up new development space with many strategic potentials.
