(DN) – On August 20, the Dong Nai City Party Committee issued Resolution No. 10-NQ/TU on developing tourism into a strong economic sector (Resolution 10).

Resolution 10 aims to develop Dong Nai’s tourism sector in line with its new potential and advantages, making it a fast-growing tourism destination that contributes to socio-economic development in accordance with the Resolution of the 1st Dong Nai City Party Congress for the 2025-2030 term and Action Program No. 02-CTr/TU dated October 23, 2025.

Resolution 10 sets out seven development perspectives, including developing tourism into a strong, comprehensive, high-quality, and world-class economic sector with clear priorities based on the city’s unique potential and advantages. Tourism is identified as one of the city’s five economic pillars and a task for the entire political system, all levels and sectors, and society as a whole. The resolution also calls for stronger Party leadership in tourism development, while promoting the role of businesses and local communities to contribute to economic restructuring and the development of multiple sectors.

Dong Nai’s tourism development will align with Vietnam’s Tourism System Planning for 2021-2030, with a vision to 2045; Dong Nai City’s Planning for 2021-2030, with a vision to 2050; and urban and rural planning of communes and wards. Tourism will be developed by promoting local potential and strengths, preserving landscapes, and protecting and promoting cultural values. Both domestic and international tourism will be developed, creating favorable conditions for visitors to explore Dong Nai’s landscapes, culture, and cuisine. The role of businesses and communities will be promoted, along with stronger linkages between tourism and other sectors and between regions and localities.

Tourism will be developed sustainably and innovatively based on green growth, digital transformation, environmental protection, national defense and security, and social order and safety. Ecotourism and resort tourism associated with forest ecosystems, cultural tourism, agricultural and rural tourism, and community-based tourism will be identified as Dong Nai’s key tourism products.

With the goal of making Dong Nai City a high-quality, attractive, and sustainable destination based on the effective use of cultural and natural resources, the city will focus on developing high-end products, professional services, improving human resources, promoting innovation and digital transformation, and strengthening Dong Nai’s tourism position. By 2030, Dong Nai aims to become a key tourism destination in the Southeast and southern regions.

By 2030, Dong Nai aims to welcome 11.5 million visitors, including more than 11.2 million domestic visitors and 290,000 international visitors. The average annual visitor growth rate is expected to reach 18.6%. Tourism service revenue is targeted at VND 11.95 trillion, with an average annual growth rate of 27.5%.

By 2035, Dong Nai aims to welcome 20 million visitors, including 19.4 million domestic visitors and 600,000 international visitors, with an average annual growth rate of 12%. Tourism service revenue is expected to reach VND 24 trillion, with an average annual growth rate of 15.4%.

To achieve these targets, the resolution outlines specific tasks and solutions, including raising awareness of the Party’s role in tourism development; increasing focused investment in tourism; developing distinctive and diverse tourism products based on three key advantages: ecotourism, resorts and entertainment associated with forest ecosystems; cultural and religious tourism; and agricultural, rural and community-based tourism. The city will also develop an international conference center with high-end 4-5-star hotels and a free-trade area suitable for MICE tourism and shopping, maximizing visitor stays and spending in the Long Thanh Airport urban area. Tourism development corridors will also be planned.

In addition, the city will focus on developing supporting tourism products, including meetings, incentives, conferences and exhibitions (MICE).

The resolution also emphasizes developing tourism human resources; strengthening tourism linkages and cooperation; applying science and technology to improve tourism promotion and marketing; and enhancing the capacity and effectiveness of state management of tourism.
