The Dong Nai Municipal Party Committee recently organized a conference to review the first year of operating the comprehensive organizational model of the political system and the 2-tier local governance model.

Mr. Nguyen Van Ut, Deputy Secretary of the Municipal Party Committee and Chairman of the Dong Nai Municipal People's Committee, stated that after nearly one year of implementation, the governance system across all levels—especially from the provincial and municipal tiers down to communes and wards—has fundamentally operated quite stably. This stands as clear evidence that the policy of implementing the 2-tier local governance model is highly correct, well-aligned with practical realities, and opens up broader development spaces. Streamlining the apparatus has brought the government closer to the public, facilitating more convenient services for citizens. To date, the initial implementation results are highly commendable.

Mr. Nguyen Van Ut emphasized that although the provincial merger and the governance model transition encountered numerous challenges, the city has secured exceptional growth milestones up to this point. The positive outcomes in 2025 demonstrate that the Municipal Party Committee and administration successfully fulfilled almost all targets set by the resolution, even when Q1/2025 was a peak period heavily impacted by the consolidation of departments and sectors.

Notably, during the first five months of 2026, the city maintained an excellent economic growth rate and budget revenue collection. Specifically, regarding growth, the city achieved 9.63% in 2025, while Q1/2026 alone reached 9.76%. In terms of state budget revenue, the city collected 103 trillion VND in 2025; the figures for the first five months of 2026 have already reached nearly 50% of the annual plan. These statistics prove that the overall governance apparatus is functioning remarkably well, guaranteeing socio-economic development targets.

Alongside the achieved milestones, the Chairman of the Municipal People's Committee also frankly acknowledged that the 2-tier local governance model is highly unprecedented and the transition period took place rapidly. Consequently, operational execution at the grassroots level inevitably faced certain bottlenecks and confusion. The authorities and functions delegated to the commune and ward levels are immense, whereas the organizational setup and human resources are entirely new, leading to several operational shortcomings.

The Chairman of the Municipal People's Committee also pointed out some core limitations in personnel management, characterized by a paradoxical situation of simultaneous surplus and shortage. The grassroots apparatus currently meets quantity quotas but experiences a shortage of high-quality cadres available for mobilization. Many leading cadres lack a deep and thorough understanding of local affairs, resulting in constrained executive capabilities.

In some localities, leading cadres—especially chairpersons of the People's Committees of certain communes and wards—still harbor a fear of making mistakes, leading to a hesitation to take action or make decisive rulings. Coupled with that, due to intense workloads and the desire to avoid legal risks when transferring down to the commune level, a number of cadres proactively resigned immediately upon taking up their assignments. On the other hand, the management capacity of a segment of cadres remains weak, failing to meet job requirements.

Mr. Nguyen Van Ut disclosed that to remedy these shortcomings, the Standing Committee of the Municipal Party Committee has issued highly decisive directives. The operations of the Standing Committee are being carried out in an urgent and accelerated spirit; regular weekly sessions consistently prioritize discussions on personnel affairs and the execution of the 2-tier local governance model.

The city is meticulously reviewing every commune and ward to classify which localities are performing well and which are falling short, aiming to timely reinforce and perfect grassroots Party organizations as well as key leadership titles. Simultaneously, the Municipal People's Committee has collaborated with relevant departments and sectors to continuously organize training courses and professional capacity-building workshops to assist grassroots cadres in stabilizing and quickly catching up with their workloads.

Chairman Nguyen Van Ut acknowledged that the initial operation of the 2-tier local governance model will undoubtedly face headwinds when legal documents, decrees, and circular guidelines from the Central Government have not yet been fully perfected or issued in a timely manner. However, the Standing Committee of the Municipal Party Committee and the Municipal People's Committee affirm that they will always remain the most solid anchor for grassroots Party committees and authorities. Every pressing issue and local core bottleneck will always receive continuous focus, direction, and resolution from city leaders. He also urged cadres at the commune and ward levels to relieve psychological pressure, feel secure in their duties, and act with greater determination.
