Sharing insights with reporters from the Dong Nai Newspaper and Radio-Television Station, numerous individuals expressed strong consensus and confidence that with high political determination, innovative methodologies, a fresh mindset, and decisive actions, the city will enter an accelerated phase, generating substantive transformations, unlocking developmental resources, and marching toward fast, sustainable growth while elevating citizens' quality of life.

Consensus on a Major Policy

During the recent Conference to Study, Disseminate, Deploy, and Launch the Emulation Campaign for Implementing Resolution No. 05-NQ/TU dated May 1, 2026, of the Dong Nai Municipal Party Committee (referred to as Resolution 05)—which focuses on launching the special 500-day accelerated emulation campaign while maintaining and upgrading implementation quality through 2030—Mr. Vu Hong Van, Member of the Party Central Committee, Secretary of the Municipal Party Committee, and Head of the Dong Nai National Assembly Delegation, emphasized that the establishment of Dong Nai City has unlocked a new developmental status while placing fresh demands upon the entire political system.

According to the Municipal Party Committee Secretary, in this new era, Dong Nai must fundamentally alter its mindset, operational organization, and development administration. The city must operate under more modern, professional, and efficient standards, with all activities directed toward substantive results, utilizing the satisfaction of citizens and enterprises as the ultimate benchmark.

"We are witnessing concrete changes in our daily lives. This includes more convenient administrative procedures, a better living environment, and public welfare works being executed on schedule. I hope that in the coming period, upholding the accountability of leaders and strengthening oversight will generate substantive shifts in official duties."

This spirit is seamlessly integrated throughout Resolution 05 with core principles such as ensuring Party leadership, enhancing governmental management and executive efficiency, maximizing the supervisory and social feedback roles of the Fatherland Front and political-social organizations, elevating head accountability, and accelerating digital transformation alongside innovative governance methods.

In particular, the resolution mandates that the entire political system adhere strictly to the motto: "Substantive - measurable - controllable - evaluable," tying task execution outcomes to individual accountabilities and operational efficiency. Moving beyond generic orientations, the resolution outlines concrete targets for tightening administrative discipline and order, driving administrative procedure reforms, implementing digital transformation in governance, cultivating a responsible and dynamic civil service workforce, sustaining double-digit economic growth, and maximizing public and corporate satisfaction rates.

Expressing her consensus, Ms. Nguyen Thị Tram (residing in Bau Ham Commune) shared that citizens care most about how these objectives directly impact their daily lives. "People look forward to administrative procedures being resolved with greater speed and agility, and cadres becoming closer to the public and more responsible. When the city sets the target of utilizing public satisfaction as its core yardstick, we fully agree, as this is what citizens have long desired," Ms. Tram shared.

From a business perspective, Mr. Ngo Quang Chinh, Director of Quang An Technology Co., Ltd (Tam Hiep Ward), noted that Resolution 05 accurately addresses the issues corporations care about most. "Enterprises always look forward to an open investment environment, simplified paperwork, and transparency. The city’s determination to place administrative reform, digital transformation, and business support at the center of its key mandates showcases its commitment to accompanying enterprises in this new development phase," Mr. Chinh observed.

According to Mr. Chinh, once operational bottlenecks are cleared and resources are unlocked, enterprises will possess the necessary conditions to scale up production, invest in modern technologies, and contribute more robustly to local economic growth.

High Expectations for Concrete Results

A notable feature of this special emulation campaign is that it not only defines objectives but also lays out concrete operational solutions and organizational mechanisms. Accordingly, the city is focusing on deploying 7 core task and solution groups: innovating leadership and executive methods, tightening administrative discipline and order, aggressively reforming administrative procedures, accelerating digital transformation, upgrading monitoring and social feedback efficiency, creating breakthroughs from grassroots levels, and unlocking developmental resources.

Speaking at the conference, Mr. Vu Hong Van affirmed that the upcoming 500 days and nights represent an accelerated, breakthrough phase, while serving as a litmus test for the leadership, governance capabilities, and spirit of responsibility of every administrative level, sector, cadre, and Party member.

The entire political system must rigidly enforce the "6-Clear" principle: clear individuals, clear tasks, clear timelines, clear responsibilities, clear authorities, and clear outcomes. Simultaneously, they must execute "3 Publicities," which include publicizing objectives, publicizing progress, and publicizing results, allowing citizens and enterprises to track and supervise operations together. The message "walk the talk, commitments must deliver results" is deemed a comprehensive requirement throughout the resolution's execution process.

Rooted in these orientations, citizens expect the city to generate distinct transformations in the near future. Mr. Vu Ngoc Phan (residing in Bien Hoa Ward) stated that the most crucial aspect is that objectives must be actualized through concrete results.

Anticipating that the emulation campaign will significantly optimize the city's investment and business environment, Mr. Nguyen Nhu Son, Director of Anh Son Informatics Trading and Service Co., Ltd (Tran Bien Ward), shared: "When procedures are handled faster, digital technology applications are aggressively pushed forward, and the government accompanies enterprises, we will have additional leverage to expand investments and enhance our competitiveness. That is also the way businesses contribute to the city's overarching growth and development targets."

500 days and nights is not a long duration, but it is sufficient to generate vital turnarounds if backed by high political determination and social solidarity. Fueled by the momentum of the emulation movement's launch alongside the decisive spirit of action across the entire political system, Dong Nai is entering a new acceleration phase with expectations of delivering highly substantive results, helping build a fast-growing, sustainable city worthy of its new status.
