(DN) – The Airports Corporation of Vietnam (ACV) has submitted a report to Standing Deputy Prime Minister Phạm Gia Túc and relevant agencies on the implementation progress of the first phase of the Long Thành International Airport project.

ACV has highlighted difficulties regarding a shortage of labor for the construction of the project. According to ACV, right after the 2026 Lunar New Year, the corporation urgently worked with all contractors to implement solutions to remove obstacles and difficulties, and urged contractors to mobilize personnel and begin large-scale construction from February 22, 2026 (the 6th day of the Lunar New Year).

So far, all bidding packages have basically mobilized sufficient key management personnel and the necessary number of technical staff from the Long Thành International Airport Project Management Board, as well as contractors and supervision consultants, to carry out construction at the site. The number of workers has been increasing daily after the Lunar New Year, and by mid-April 2026, the workforce mobilized at the construction site has reached nearly 8,500 people.

However, compared to the required workforce of about 14,000 people needed to ensure project progress, the current number only meets about 60% of the requirement. In particular, there is insufficient manpower in critical path packages such as Package 5.10 (passenger terminal) and Package 4.8 (airport infrastructure and transport). In addition, the shortage of personnel among design consultants and supervision consultants in some packages has caused difficulties in internal documentation and quality management, affecting the overall payment process of the project.

According to ACV, Đồng Nai province is simultaneously implementing many key infrastructure projects such as the Biên Hòa–Vũng Tàu expressway, the expansion of the Ho Chi Minh City–Long Thành–Dầu Giây expressway, and other technical infrastructure projects as well as other components of the Long Thành Airport project. As a result, demand for construction labor has increased significantly.

Furthermore, working and living conditions at the Long Thành Airport construction site remain challenging. The construction area is large, many items are carried out outdoors, and workers are exposed to heat and dust. This makes it difficult to attract and retain the workforce.

According to the Government’s requirements, Phase 1 of the Long Thành International Airport project must be completed in the third quarter of 2026 to allow for operation in the fourth quarter of 2026.
