Compared to other cities in Vietnam, Dong Nai stands out for its advantage in natural area. In addition to its large land fund, Dong Nai is situated in a strategic location as the gateway to the Southern Key Economic Zone, playing a connecting role between the Southern region, the Central Highlands, and the South Central Coast to open up a vast inter-regional development space.
The resonance between abundant land resources and a strategic location allows Dong Nai to favorably establish key development corridors, particularly the trade-logistics axis linked to Long Thanh International Airport. From here, industrial zones, urban areas, and agro-forestry production regions effectively connect with airports, seaports, and international border gates, contributing to enhanced competitiveness and promoting regional linkage.
By land-use purpose, agricultural land currently accounts for nearly 84% of Dong Nai's natural area. Within this, land for perennial crops represents a large proportion, concentrated in the North and East of the city. This is the core region for developing large-scale commodity agriculture, forming stable raw material areas for the processing industry and opening up room for high-tech agriculture and low-carbon agriculture linked to agricultural logistics chains.
Furthermore, Dong Nai is the locality with the largest forestry land area in the Southern region, featuring a system of world biosphere reserves, national parks, and nature-culture conservation areas... which play a vital role in protecting the ecosystem and regulating climate and water sources. Thanks to the advantage of large, seamless forests and the successful implementation of biodiversity conservation, Dong Nai is likened to the "green lung" of the region, creating potential for forest economy development, forest environmental services, and increased carbon sequestration capacity.
Dong Nai Deputy City Party Secretary Vo Tan Duc stated: Land is a special, irreplaceable means of production and a core foundation for agriculture and forestry; it serves as the strategic basis for organizing residential space and protecting the ecosystem. Given the requirements for transitioning growth models, the effective management, allocation, and utilization of this resource play a decisive role in directly creating development space and contributing to the prevention of waste and loss. It is essential to regularly review and address delayed projects, stagnant works, and vacant land, linking these to solutions that transform them into development resources. Land governance should move toward a modern direction based on digital data and technology; ensuring openness and transparency to control speculation and profiteering, and to limit the situation of inflating land prices.
Dong Nai Deputy City Party Secretary and Chairman of the City People's Committee Nguyen Van Ut, during various working sessions with departments and sectors, also noted: For land to truly become a key resource, it is necessary to strictly and effectively implement approved plans, ensuring synchronization, stability, and a long-term vision. Enhancing the effectiveness and efficiency of state management over land; strengthening openness, transparency, and strictly controlling stages including: land allocation, land leasing, and change of land use purposes. Stepping up administrative procedure reforms and removing bottlenecks in mechanisms and policies. Thereby, unblocking and effectively allocating land resources, creating momentum for sustainable development and improving growth quality.
Currently, the allocation and use of land in Dong Nai are linked to two main growth drivers. First, sustainable industrial development, focusing on attracting strategic and next-generation investors; filling existing industrial parks and developing potential ones, prioritizing high technology, green industry, and supporting industries. Second, service development with the core being a comprehensive service urban area linked to Long Thành International Airport, forming an aviation - logistics - trade - tourism ecosystem to effectively leverage the land fund and create spillover momentum for the locality and the entire region.
Regarding agricultural land, the city prioritizes development in a modern direction, promoting circular production models, high-tech applications, and organic agriculture. Meanwhile, the non-agricultural land fund will be prioritized for infrastructure such as transportation, energy, logistics, digital infrastructure, and sustainable urban areas.
The allocation and use of land are also linked to defense and security tasks, protecting unique cultural spaces to achieve the goals of harmonious and sustainable development.
