(ĐN) – Nghia Trung Commune, Dong Nai City, is taking decisive measures to clear land for key projects, combining flexible communication and outreach to encourage residents to voluntarily hand over land while firmly handling cases of non-compliance.

Many households in Nghia Trung Commune have agreed with the project policies and received compensation.

With this approach, many households have received compensation and support and handed over their land, helping accelerate project implementation.

Building consensus through communication

The Binh Phuoc Alumina Processing and Production Project, part of the bauxite mining, ore processing and alumina production complex in Nghia Trung Commune (hereinafter referred to as the Bauxite Project), covers more than 10,400 hectares. In 2026, the project is expected to acquire more than 1,300 hectares of land, involving over 1,100 plots managed by residents and Phu Rieng Rubber One Member Co., Ltd.

Identifying land clearance as a key factor determining project progress, the local authorities are working with the Bu Dang Branch of the Land Fund Development Center and relevant agencies to strengthen communication, outreach and dialogue, helping residents understand compensation and support policies and actively cooperate with the process.

Phan Minh Lam, Vice Chairman of the Nghia Trung Commune People's Committee, said the commune is carrying out the required procedures according to regulations and the planned schedule. To date, more than 1,100 land acquisition notices have been issued; over 1,000 plots have been inventoried; land-use origin has been verified for 735 dossiers; and 85 compensation plans have been submitted for approval. The locality has coordinated compensation and support payments for 44 households. Most households have agreed, received compensation and handed over their land as scheduled.

Voòng Cỏng Chi's family in Nghia Thanh Hamlet, Nghia Trung Commune, owns three plots covering more than 4 hectares, where various crops are grown. His family earned more than VND 600 million from the recent durian harvest. Under the plan, more than 2.4 hectares of his family's land will be acquired. After receiving information and encouragement from local authorities and relevant agencies, Mr. Chi's family agreed, received compensation and prepared a plan to restructure production.

Land clearance is a key factor determining project progress. Nghia Trung Commune will continue to strengthen communication and outreach to build consensus and encourage residents to voluntarily hand over their land. For cases that have gone through all required procedures but still fail to comply, the locality will carry out compulsory land acquisition in accordance with the law.

“My family has lived on this land for about 20 years, and our production has been stable. However, since the Party and State have decided to implement the project, our family is willing to support it. Most neighboring households also agree,” Mr. Chi shared.

Similarly, Dang Minh Son's family, also in Nghia Thanh Hamlet, has more than 4 sao of land subject to acquisition and agrees with the policy. The family grows various crops on the land. The durian harvest ended more than a month ago, while the coffee plantation is currently ripening. Mr. Son said his family would harvest the coffee and other crops before handing over the land and has also prepared a plan to reorganize production and stabilize their livelihood.

According to the project investor and the Dong Nai City Land Fund Development Center, land acquisition and handover will be carried out in phases to match the construction schedule. More than 100 hectares will be acquired in August 2026, over 118 hectares in September, and the remaining area will be acquired from October to December 2026 for handover to the investor.

Firm enforcement in accordance with regulations

The Western North-South Expressway Project, Gia Nghia–Chon Thanh section, passes through Nghia Trung Commune for 16.5 kilometers, the longest section among the communes and wards along the route. The project requires the acquisition of more than 153 hectares of land involving 480 plots belonging to 365 households and organizations. Despite the large workload, the commune has taken decisive measures to accelerate land clearance and achieved positive results.

Nguyen Van Luu, Chairman of the Nghia Trung Commune People's Committee, said that compensation and support plans have been approved for 446 plots. The locality has conducted 11 rounds of compensation payments, with 319 households receiving payment. However, 46 households still disagree with the compensation amounts, while compensation plans for 17 forestland plots have yet to be approved.

To complete land clearance as directed by the Dong Nai City Party Committee, Nghia Trung Commune aims to finish dialogue, communication and persuasion efforts with the remaining households by mid-August 2026. For cases that have completed all procedures but still fail to comply, the commune will apply compulsory land acquisition measures in accordance with the law.

Regarding the 17 forestland plots used by local residents, the Nghia Trung Commune People's Committee has proposed that the Dong Nai City People's Committee soon approve a policy to support the value of crops grown on the land. Based on this, compensation rates will be determined and support plans approved to ensure residents' rights in accordance with regulations.

To meet the progress targets of the projects, the Party committee, local government, Vietnam Fatherland Front and political organizations of Nghia Trung Commune will coordinate with relevant agencies to strengthen communication and outreach and accelerate procedures so that compensation can be paid to households as soon as possible. For the Bauxite Project, which will be implemented in multiple phases, the commune will continue organizing training sessions on communication and outreach.
