Positioning the Central Urban Transport Framework

With the objective of creating additional corridors and connection axes for development spaces, a series of traffic axes connecting along the North-South and East-West axes will be planned for expansion and new construction in the draft dossier for the adjustment of the general master planning of Bien Hoa urban area to 2045.

According to the draft adjustment of the general master planning of Bien Hoa urban area to 2045, the traffic of the central urban area of Dong Nai City will expand, connecting multiple routes to facilitate circulation and cargo transportation for citizens and businesses.

Insufficient Quantity, Weak Traffic Capacity

Bui Van Hoa Street is nearly 6km long, with its starting point intersecting with National Highway 1 and its ending point at the Cong 11 intersection. This is a traffic route connecting several industrial zones in Bien Hoa urban area with National Highways 1 and 51.

Bui Van Hoa Street is an important North-South connection axis for the Bien Hoa urban area. However, this route currently has a roadway width of only 12–15m. Due to the narrow road and high volume of vehicles, this route frequently experiences traffic congestion and gridlock, especially during peak hours.

The route currently being deployed in Tran Bien Ward.

Bui Van Hoa Street is an important North-South connection axis for the Bien Hoa urban area. However, this route currently has a roadway width of only 12–15m. Due to the narrow road and high volume of vehicles, this route frequently experiences traffic congestion and gridlock, especially during peak hours.

In addition to Bui Van Hoa Street, National Highway 51 serves as the second North-South connection axis for Bien Hoa urban area. Just like Bui Van Hoa Street, National Highway 51 is a traffic route where congestion and traffic jams occur regularly.

Mr. Nguyen Phong, a resident of Tran Bien Ward, said: During peak hours, having to travel on National Highway 51 from the Vung Tau intersection area to the Son Tien Tourist Area is truly an "obsession." "The distance is short, but during peak hours, the traffic volume is heavy, and the road is degraded and narrow, making movement extremely difficult," Mr. Nguyen Phong stated.

For the East-West axis, the Bien Hoa urban area currently has three main axes consisting of Nguyen Ai Quoc Street, National Highway 1, and Vo Nguyen Giap Street. While traffic congestion is not as severe as on the two North-South connection routes, the current scale of these three roads cannot yet fully meet the demands of internal urban circulation. In particular, at the Cong 11 intersection on Vo Nguyen Giap Street and the Vung Tau intersection on National Highway 1, congestion and traffic jams due to overloading occur frequently.

Bien Hoa urban area currently has a population scale of over 1 million people and also serves as an important traffic gateway connecting with Ho Chi Minh City. Therefore, having only 5 traffic routes connecting the North-South and East-West axes is far too few to meet development needs. Furthermore, given their small scale while handling a large volume of circulating vehicles, the traffic capacity of these routes has exposed clear limitations.

City Party Committee Member and Vice Chairman of the City People's Committee Ho Van Ha assessed: Currently, the gateway traffic routes of Bien Hoa urban area, such as Bui Van Hoa Street, Nguyen Ai Quoc Street, etc., are too small and do not meet development demands.

Expanding and Opening New Strategic Traffic Axes

With the current reality of "heavy traffic, narrow roads" in the Bien Hoa urban area, expanding and investing in the construction of additional strategic traffic axes to meet development needs is a mandatory requirement.

Therefore, in the draft dossier for the adjustment of the general master planning of Bien Hoa urban area to 2045 which is currently being finalized, alongside planning the expansion of existing routes, many new traffic lines along the North-South and East-West axes are also planned for new construction investment.

According to Mr. Nguyen Phong An, Deputy Director of the Department of Construction, regarding the three existing routes consisting of Nguyen Ai Quoc Street, National Highway 1, and Vo Nguyen Giap Street belonging to the East-West connection axis, in this planning, Nguyen Ai Quoc Street is planned to be expanded to a scale of 55m for the entire route, stretching from Bien Hoa Ward to the Hanoi Parish area in Long Bình Ward.

In addition, there will be the addition of Route 768B passing through Tan Trieu and Trang Dai wards in the northern area; a route connecting from the Aqua City Urban Area to the Long Hung - Phuoc Tan road, which connects into the specialized road for transporting construction materials to link with the Trang Bom urban area; and a route from Long Hung Bridge through Tam Phuoc Ward connecting to the north of Long Thanh urban area.

For the North-South axis, out of the two existing routes which are Bui Van Hoa Street and National Highway 51, Bui Van Hoa Street will be planned for expansion investment.

The scope for establishing the adjustment of the general master planning of Bien Hoa urban area to 2045 covers an area of over 26.3 thousand hectares with a population scale of 1.2 million people, encompassing the entirety of 7 wards: Bien Hoa, Tran Bien, Tam Hiep, Long Binnh, Long Hung, Phuoc Tan, Tam Phuoc, and a portion of 3 wards: Trang Dai (excluding the former Thien Tan commune of Vinh Cuu district), Ho Nai (excluding the former Ho Nai 3 commune of Trang Bom district), and Tan Trieu (excluding the former Tan Binh, Binh Loi, and Thanh Phu communes of Vinh Cuu district).

In addition to the two aforementioned routes, the planning also positions new connection axes including: 2 riverside roads along the Dong Nai River in the Bien Hoa Ward area and stretching from Tran Bien Ward to Long Hung and Tam Phuoc wards; and opening a new road from the end of the Amata Industrial Park to connect with Vo Nguyen Giap Street.

Notably, for the North-South axis, the main route with a planned right-of-way scale of 60m, serving as the primary connection line along this axis, will connect straight from the center of Bien Hoa urban area to the main gateway of Long Thanh International Airport.

Specifically, this road will start from the Vuon Mit intersection, connect to the Thong Nhat Bridge, pass through the Hiep Hoa Island (the Bien Hoa central axis road), then pass through the industrial parks: Bien Hoa 1, Bien Hoa 2, and run along National Highway 51 to connect straight into the gateway of Bien Hoa Airport.

According to Mr. Nguyen Phong An, the transport framework identified in this adjusted planning is clearly positioned to form the main connection routes for the Bien Hoa urban area, thereby creating additional corridors and spatial connection axes for the development of the Bien Hoa urban area.
