Positive signals in public investment capital disbursement
Over the past month or so, the total public investment capital disbursed in Dong Nai City reached double the total capital disbursed during the preceding four-plus months. The gradual removal of "bottlenecks" has created a breakthrough in investment capital disbursement across the city.
According to the Department of Finance, in 2026, the total state budget investment plan for the city is over 27 trillion VND. After deducting a 5% savings on public investment expenditures to the Central Government as regulated, the remaining public investment capital plan for the city stands at over 25.8 trillion VND.
Over 4 trillion VND disbursed in a single month
According to the Department of Finance, as of May 21, 2026, the total public investment capital disbursed in the city was over 6.2 trillion VND, reaching nearly 23% of the plan. If calculated based on the capital source after deducting the 5% savings on public investment expenditures to the Central Government, the public investment capital disbursement rate of Dong Nai City reached over 24% of the capital plan.

Previously, data from the Department of Finance showed that as of April 24, 2026, the total public investment capital disbursed in the city only reached over 2 trillion VND. Thus, within just about one month from April 24 to May 21, 2026, Dong Nai City disbursed an additional amount of over 4 trillion VND in public investment capital, doubling the capital disbursed during the first four-plus months of the year.
Also according to the Department of Finance, as of May 21, 2026, among the 41 project owner entities assigned capital plan targets by the City People's Committee, 26 project owners achieved a disbursement rate of 30% of the capital plan or higher. Within this group, 3 project owners achieved a disbursement rate of 100% of the capital plan, 4 project owner entities achieved a disbursement rate from 50% to 82%, and 19 project owner entities achieved a disbursement rate from 30% to 50% of the capital plan.
Additionally, 8 project owner entities reached a disbursement rate from 20% to under 30% of the capital plan, and 7 project owner entities recorded a disbursement rate below 20%.
City Party Committee Member and Vice Chairman of the City People's Committee Ho Van Ha assessed that over the past month, the progress of public investment capital disbursement in the city has seen positive shifts. The rate of disbursed capital has risen higher compared to the early months of 2026.
Continuing to "unlock" bottlenecks
Although public investment capital disbursement progress has recorded notable shifts, the current disbursement rate has still not met expectations compared to the set targets. Previously, Dong Nai City set a goal to achieve a disbursement rate of 30% of the 2026 capital plan by May 13, 2026. However, this goal could not be accomplished.

According to the Department of Finance, in early May 2026, executing the directives of the City People's Committee, project owner entities and communal-level People's Committees all actively and strenuously deployed tasks with a high sense of responsibility, working overtime (including every Saturday and Sunday), particularly in coordinating the approval of compensation, site clearance, and resettlement support. Several project owner entities registered to conduct construction in "3 shifts, 4 crews" at various ongoing project sites. Nevertheless, to date, 21 entities have yet to disburse enough of the targets assigned by the City People's Committee. For communal-level People's Committees, the disbursement rate remains very low, reaching under 5% of the capital plan.
At the working session to hear reports on the 2026 public investment capital disbursement progress on May 22, Vice Chairman of the City People's Committee Ho Van Ha emphasized that since the goal of achieving 30% of the 2026 capital plan by mid-May 2026 could not be completed, it must be accomplished by the end of May. "Dong Nai City sets a target to disburse 50% of the full-year capital plan by the end of June 2026," Vice Chairman of the City People's Committee Ho Van Ha requested.
To achieve this goal, Vice Chairman of the City People's Committee Ho Van Ha directed departments, sectors, project owner entities, and localities to prioritize public investment capital disbursement. Working states must shift from "processes" to "results," using outcomes as the yardstick for work, especially concerning site clearance to serve project construction.
According to the Department of Finance, to achieve the goal of 30% disbursement of the 2026 capital plan by the end of May 2026, during the remaining days of May, Dong Nai City must complete the disbursement of a capital source of approximately 1.6 trillion VND.
As one of the project owner entities allocated a large capital plan, Dinh Tien Hai, Director of the City Construction Investment Project Management Board, stated that the initial capital plan assigned to the unit at the beginning of the year was over 4.2 trillion VND. To date, the unit's capital disbursement rate has reached 48% of the plan. However, if factoring in the additional capital source of 3.5 trillion VND supplemented for the Ho Chi Minh City Ring Road 4 Project (which has only achieved a disbursement of 800 billion VND), the disbursement rate of the City Construction Investment Project Management Board stands at approximately 40% of the plan. "With the goal of achieving 50% disbursement of the capital plan by the end of June, the City Construction Investment Project Management Board commits to completing it," Mr. Dinh Tien Hai stated.
