Recently, the digital infrastructure of Dong Nai City has been invested in and upgraded in a synchronized manner, gradually meeting the requirements for implementing the two-tier local government model and supporting digital transformation across the city.

Telecommunications infrastructure, data centers, dedicated data transmission networks, and key information systems have been maintained with stable operations, ensuring seamless connectivity among agencies and units from the city level to the commune level, meeting the requirements for governance, administration, and the provision of public services in the digital environment.

Strengthening Solutions to Promote Digital Transformation

Dong Nai focuses on building a digital government, developing digital infrastructure, and creating a smart city through the deployment of the City Operations Monitoring and Control Center (IOC), a shared data platform, and the Local Socio-Economic Reporting Information System (LRIS); completing the integration of the administrative procedure information system with the National Public Service Portal and the VNeID platform; and developing GIS (Geographic Information System) platforms, intelligent transportation systems, and artificial intelligence (AI) applications to support management and administration.

According to the Department of Science and Technology, during the first months of 2026, fiber-optic network expansion continued to be widely implemented by telecommunications enterprises, contributing to improved broadband internet services and meeting the digital transformation needs of residents and businesses. Notably, 5G coverage in Dong Nai has reached approximately 84%, with continued expansion, providing a foundation for digital services, the Internet of Things (IoT), AI, and other digital transformation applications.

Mr. Le Hung Nam, Solutions Director of HPE Vietnam, shared that to promote smart city development, in addition to digital technology solutions, Dong Nai should focus on green and smart urban planning, sustainable infrastructure development, and enhanced cooperation and technology transfer.

At a meeting with technology and telecommunications enterprises on digital transformation solutions in Dong Nai City in early August 2026, Deputy Director of the Department of Science and Technology Nguyen Minh Quang stated that the department would strengthen cooperation with enterprises and related organizations to research and propose solutions to improve the effectiveness of digital transformation associated with smart city development, enhance online public services for residents and businesses, and develop data integration and visualization solutions to improve the efficiency of the City IOC.

Promoting Data Integration and Interconnectivity

Dong Nai City has officially put its City IOC into operation. The IOC integrates, exploits, and visualizes data to support monitoring, supervision, and decision-making by city leaders. The system has established dashboards to monitor, summarize, and provide information supporting city management and administration.

According to the Department of Science and Technology, departments, sectors, and relevant agencies have actively implemented the integration of sector-specific databases into the City IOC. As of early July 2026, the Department of Industry and Trade had standardized data and connected six indicators related to electricity and petroleum through APIs (Application Programming Interfaces) linked to the industry's database. The Department of Construction completed the standardization and integration of data on key projects through APIs connected to its project management database, as well as vehicle inspection and driver training data linked periodically to the LRIS. The Department of Agriculture and Environment completed data standardization and API integration with databases covering land changes, environmental monitoring, and rural development.

Pham Van Trinh, Director of the Department of Science and Technology, stated that as of July 2026, Dong Nai had digitized 100% of its 1:2,000 zoning planning data on the shared GIS platform and automated IOC reporting for 45 out of 60 socio-economic indicators.

In addition, the city continues to invest in and upgrade telecommunications infrastructure to support government agencies, political organizations, and the growing demand for digital services from residents and businesses. Dong Nai has completed upgrades to two Tier III data centers, increasing processing capacity to approximately 300% compared to 2025, meeting the operational requirements of information systems, databases, and digital platforms serving Party and government agencies.

At a meeting in July 2026 to review progress on updating agency data to the city's data center and integrating data into the City IOC, Le Truong Son, Member of the Standing Committee of the City Party Committee and Standing Vice Chairman of the Dong Nai City People's Committee, emphasized that departments and agencies must continue ensuring complete data connectivity and sharing to support leadership, management, and decision-making. They must also monitor data quality, ensure proper integration into the IOC, and coordinate with sectoral authorities to improve the effectiveness of data integration while complying with regulations and ensuring information security.

According to a report by the Dong Nai City People's Committee, the city has issued Version 3.0 of the Dong Nai City E-Government Architecture Framework, ensuring alignment with Vietnam's Digital Government Architecture. It has also completed standards for data connectivity, sharing, and technical interoperability among the digital platforms of the City Party Committee, the People's Committee, and all 95/95 communes and wards, creating a unified foundation for deploying information systems and shared databases throughout the city.
