Promising Signals from Import-Export Tax Collection
As of May 31, 2026, Dong Nai's state budget revenue derived from import-export (imex) activities reached over 10.7 trillion VND, marking a 16% increase compared to the same period in 2025 and achieving 46% of the assigned estimate for the full year of 2026.
This represents a highly favorable outcome amidst a volatile global backdrop during the opening months of the year, which has actively impacted the import and export of commodities. To attain these results, the customs sector has, since the beginning of the year, proactively strengthened its assessments regarding the imex operations of enterprises under its jurisdiction. Concurrently, the sector has aggressively promoted communications, hosted dialogue sessions, and invited and facilitated streamlined customs procedures for local enterprises within Dong Nai, robustly contributing to the expansion of budget revenue.
Building Trust with Enterprises
In late May 2026, the Dong Nai Municipal People's Committee organized a dialogue and meeting session with over 70 imex enterprises operating within Dong Nai but conducting their customs clearances in other localities, aiming to encourage them to register and execute customs procedures in Dong Nai. Explaining this move to businesses, customs sector leadership emphasized that localized imex tax contributions directly empower the city with additional resources to invest in transport infrastructure and logistics surrounding the very areas where factories operate. Furthermore, enterprises stand to benefit from multiple preferential policies and localized support throughout their operational and development processes.

As a direct result of the meeting, two-thirds of the more than 70 attending enterprises transitioned to conducting their customs procedures within Dong Nai, effectively offsetting the budget revenue shortfall incurred by tax reduction policies.
Sharing the achievements in customs operations, Mr. Le Van Thung, Director of the Region XVIII Customs Branch, noted that the customs sector registered highly positive fiscal collection milestones over the first five months of the year. Given this collection velocity, the sector is projected to hit 50% of its assigned revenue target by mid-June, with forecasts indicating an incremental addition of approximately 2 trillion VND by the end of 2026.
Alongside state management in customs, Dong Nai currently hosts numerous enterprises operating in logistics and customs brokerages. These entities serve as vital bridges, assisting businesses in navigating imex procedures with speed, compliance, and efficiency.
Operating as a customs brokerage and logistics provider in Dong Nai for over 20 years, Hai Minh Trading Co., Ltd (Nhon Trạch Ward) currently serves more than 100 foreign direct investment (FDI) enterprises in Dong Nai, processing nearly 10,000 declarations monthly. Sharing perspectives on recent imex procedural executions in Dong Nai, a company representative highly commended the powerful digital transformation steps undertaken by the city's departments, boards, and sectors—particularly the customs sector's transition toward digital and smart customs. This aggressive shift in digital administrative procedures has streamlined operations for imex enterprises, elevating transparency, efficiency, and competitiveness while minimizing corporate operational expenditures. The sustained companionship of the customs authorities has enabled businesses to resolve bottlenecks, optimize operational efficiency, and focus securely on sustainable development.
Fostering Sustainable Revenue Streams
The Region XVIII Customs Branch is currently processing customs procedures for nearly 5,400 enterprises across the city. These entities have consistently generated major budget contributions for Dong Nai over the years, forging the baseline resource pool for local socio-economic development.
Several imex executives shared that a pivotal factor in retaining businesses is the active companionship and sharing demonstrated by functional bodies, alongside the deep care and timely direction from city leadership to unravel difficulties and roadblocks during production and business operations.
The customs sector has actively mapped out plans and deployed mandates in compliance with Resolution No. 05-NQ/TU of the 1st Executive Committee of the Municipal Party Committee concerning the launch of the special 500-day accelerated emulation campaign: "Solidarity - Discipline - Efficiency - Breakthrough, building a civilized and modern Dong Nai," maintaining and elevating implementation quality through 2030. Backed by high political resolve, the customs sector will tighten discipline and order among cadres and civil servants in executing official duties. The revenue collection mandate will be stringently enforced to ensure correct and full collection, combat loss of revenue, suppress trade fraud, and effectively prevent smuggling, while coordinating smoothly with municipal agencies and sectors.
Many businesses express solid confidence that Dong Nai will make dramatic strides to emerge as a highly modern and civilized municipality, unlocking vast development prospects for enterprises operating within the imex and logistics fields. However, to guarantee that customs management achieves maximum performance while cultivating a sustainable revenue base for the future, Mr. Le Van Thung, Director of the Region XVIII Customs Branch, recommended that attracting domestic and FDI enterprises into Dong Nai remains an essential baseline solution, as this represents a revenue stream capable of sustainable expansion in the years ahead. Consequently, the customs sector looks forward to participating directly in the initial investor attraction process to capture what specific industries incoming enterprises are investing in. On that basis, the customs authority can proactively approach and support enterprises from the early stages of investment and machinery importation, thereby gaining a thorough grasp of corporate progression and proactively mastering the local budget revenue forecast.
