Dong Nai continues to strengthen solutions to accelerate the disbursement of investment capital for science and technology (S&T), innovation, and digital transformation.

Relevant agencies have proactively reviewed and implemented various measures to improve the effectiveness of science and technology, innovation, and digital transformation activities. Among these efforts is the acceleration of state budget disbursement for this sector.

Gradually improving the disbursement progress

According to Nguyen Minh Quang, Deputy Director of the Department of Science and Technology (DST), as of early July 2026, total state budget expenditure for science and technology, innovation, and digital transformation in Dong Nai City reached VND 234.2 billion, equivalent to 14.1% of the allocated budget estimate (an increase of nearly 35.8% compared to June 1, 2026). Of this amount, recurrent expenditure reached 6.5% of the allocated budget, while public investment disbursement reached approximately 20% of the assigned investment plan.

Regarding recurrent expenditure, the disbursement rate remains relatively low. The main reason is that during the first six months of 2026, agencies and units focused on completing investment preparation procedures for projects and tasks, including investment policy approvals, budget preparation, and cost estimation in accordance with regulations. According to the Department of Science and Technology, based on reports from relevant units, most projects have now completed the preparation stage and entered the implementation phase. Therefore, the disbursement volume is expected to increase significantly in the third quarter of 2026, with the goal of completing the disbursement plan for this sector by the end of the fourth quarter of 2026.

Le Truong Son, Member of the Standing Committee of the City Party Committee and Vice Chairman of the Dong Nai City People's Committee, emphasized that departments, agencies, and related units need to focus on implementing science and technology, innovation, and digital transformation tasks through practical and effective solutions.

Regarding public investment expenditure, newly launched projects in science and technology, innovation, and digital transformation for 2026 are still completing investment policy approvals, investment decisions, and other required legal procedures. Therefore, they have not yet met the conditions for detailed capital allocation. As of early July 2026, total disbursement had reached approximately VND 187.2 billion.

Accelerating implementation measures

Recently, the Department of Science and Technology organized conferences to provide guidance on implementing the 2026 budget for science and technology, innovation, and digital transformation, as well as preparing the 2027 budget estimate. The conferences were held in six regional clusters across the city, with the participation of representatives from 95 communes and wards. They focused on guidance related to state budget management, science and technology regulations, public procurement, public investment, and relevant administrative procedures, thereby enhancing the implementation capacity of local authorities following the adoption of the two-tier local government model.

In mid-July 2026, the Department of Science and Technology of Dong Nai City also organized a conference with relevant agencies and local authorities to register requests for targeted financial support from the city budget for commune-level public investment projects in science and technology, innovation, and digital transformation in 2026. The conference focused on assessing the necessity and effectiveness of proposed projects, identifying priority projects with direct impacts on socio-economic development, administrative reform, digital transformation, improving public services for citizens and businesses, ensuring national defense and security, and determining projects that should be implemented immediately during 2026.

Speaking at a working session with departments, agencies, and related units on the progress of investment capital disbursement for science and technology, innovation, and digital transformation in early July 2026, Le Truong Son, Member of the Standing Committee of the City Party Committee and Vice Chairman of the Dong Nai City People's Committee, requested that the Department of Science and Technology strengthen measures to closely monitor the disbursement progress across departments, agencies, units, and local authorities. In particular, the department should assign its leaders to regularly supervise and update the progress of investment disbursement in science and technology, innovation, and digital transformation for each sector and locality, promptly report and advise the City People's Committee on solutions to remaining obstacles, while ensuring compliance with relevant regulations and the required implementation schedule.
