Dong Nai City aims to complete Component Project 3 of the Ho Chi Minh City Ring Road 3 Project by the end of September 2026.

This will allow the route to be put into operation simultaneously with the Ben Luc – Long Thanh Expressway, creating key transportation corridors to support the operation of Long Thanh International Airport.

Two Construction Packages Essentially Completed

Ho Chi Minh City Ring Road 3 passes through Dong Nai City, Ho Chi Minh City, and Tay Ninh Province. The route plays a vital role in connecting the Southeast region as well as Long Thanh International Airport. Within Dong Nai City, the section is more than 11 kilometers long. The construction of this section is part of Component Project 3 of the Ho Chi Minh City Ring Road 3 Project.

As the Ben Luc – Long Thanh Expressway is being expedited and is expected to be fully completed in September 2026, while Long Thanh International Airport is scheduled to begin commercial operations by the end of 2026, Dong Nai City has set the goal of completing Component Project 3 by the end of September 2026.

According to Ho Van Ha, Member of the City Party Committee and Vice Chairman of the Dong Nai City People's Committee, completing the project by the end of September 2026 will ensure synchronized operation of the transportation network connecting to Long Thanh International Airport, as this is also when the Ben Luc – Long Thanh Expressway is expected to open to traffic.

Component Project 3 consists of three major construction packages. According to Dinh Tien Hai, Director of the Dong Nai City Construction Investment Project Management Board, by the end of July 2026, the project's total completed work had reached nearly 74% of the signed contract value. Of these, Construction Packages No. 29 and No. 32 were substantially completed by the end of June 2026.

Accelerating the Delayed Construction Package

For Construction Package No. 26, by the end of July 2026, only about 60% of the contracted work had been completed. This package has fallen behind schedule and has significantly affected the overall project progress. According to the Dong Nai City Construction Investment Project Management Board, the delay resulted from financial difficulties faced by the main contractor, along with land clearance issues at the Huong Lo 19 interchange.

The contractor is constructing the parallel road under Construction Package No. 26 of Component Project 3, Ho Chi Minh City Ring Road 3.

To address these issues, the Project Management Board and Phuoc An Commune have implemented measures to accelerate the package. Specifically, the project owner has appointed Cuong Thuan IDICO Construction Investment Joint Stock Company as a subcontractor to carry out several remaining work items.

According to Cuong Thuan IDICO, the company has completed approximately 30% of the assigned workload. The main challenge is that construction is taking place during the rainy season while a significant amount of work remains. Therefore, the company has proposed adding more contractors to accelerate progress and meet the target of completion by the end of September 2026.

Component Project 3 includes approximately 5 kilometers of the main expressway and more than 6 kilometers of parallel roads. By the end of 2025, the project's main expressway section had already achieved technical traffic opening.

Meanwhile, Cao Xuan Vinh, Deputy Director of Tan Nam Construction Joint Stock Company and Site Manager of Construction Package No. 26, stated that the contractor is committed to completing its assigned work according to the required schedule.

Regarding land clearance at the Huong Lo 19 interchange, Huynh Minh Duc, Chairman of the Phuoc An Commune People's Committee, said that the local authority had worked with households that had not yet agreed to allow construction to proceed and had recorded their concerns. The households have since agreed to allow construction, enabling the contractor to carry out the remaining work at the interchange.
