Shaping Dong Nai’s Industry in the New Era

Dong Nai has been a key locality in Vietnam’s industrial development for many decades. Throughout its development process, the city has gradually improved the quality of investment attraction, shifted its strategy, and selected modern industrial sectors for sustainable development.

In the new period, especially as Dong Nai has become a city, development based on new standards will be an inevitable requirement. This is both a challenge and a major opportunity for the locality and investors to shape the development of modern industry in Dong Nai.

Expanding investment and developing new industrial land

Dong Nai is entering a special stage of development, as a series of strategic infrastructure projects are being implemented at the same time, from Long Thanh International Airport and interregional expressways to regional ring road systems. In this context, developing industrial parks is no longer a long-term option, but has become an urgent requirement for the locality to seize new growth opportunities.

The strong shift in global supply chains also presents an opportunity for Dong Nai to embrace a new phase of development. Many foreign corporations continue to seek investment locations in Vietnam, especially in the southern region. With its advantage of being located in the country’s largest economic center, Dong Nai has become a destination of interest to many enterprises. However, without ready industrial land, investment attraction opportunities will be limited.

In reality, Dong Nai’s existing industrial land is gradually being filled. Large industrial parks in the southern part of Dong Nai City have high occupancy rates, while enterprises’ demand for production expansion continues to increase. Specifically, the city currently has 89 planned industrial parks covering more than 39,000 hectares. Of these, 58 industrial parks have been established, 44 are in operation, and the occupancy rate stands at 76%. At present, 51 countries and territories have invested in Dong Nai, with total investment capital of more than USD 45 billion.

This creates great pressure on the locality to prepare new land reserves. Therefore, Dong Nai is entering a phase of accelerating the development of additional industrial parks to create more land capacity to meet the needs of domestic and foreign investors. The city is calling for investment in 14 industrial park infrastructure projects, digital industrial parks and high-tech zones.

In late April, Dong Nai officially broke ground on the Long Duc 3 Industrial Park project in Binh An Commune, covering 244 hectares with total investment of about VND 1.8 trillion. In addition, two very large industrial parks, each covering 1,000 hectares — Bau Can - Tan Hiep and Xuan Que - Song Nhan — are also expected to break ground this year. Once these projects are completed in 2027, Dong Nai will add a large amount of industrial land to attract investors to the area adjacent to Long Thanh Airport.

According to Nguyen Van Ut, Deputy Secretary of the City Party Committee and Chairman of the Dong Nai City People’s Committee, the Long Duc 3, Bau Can - Tan Hiep Phase 1, and Xuan Que - Song Nhan Phase 1 industrial park projects, together with connected infrastructure systems, play an important role in expanding industrial development space, attracting investment, promoting growth and shifting Dong Nai’s economic structure in the 2026-2030 period.

In the future, as a series of key regional and national infrastructure projects are completed and put into use, experts say Dong Nai will become highly attractive to investing enterprises. Therefore, this is a promising field for enterprises and industrial park infrastructure investors to seize investment opportunities and meet the high demand for land leasing among secondary enterprises in the manufacturing sector.

Industrial parks and economic zones in Dong Nai currently contribute more than 40% of the city’s total annual budget revenue and account for more than 80% of total industrial output value, helping place Dong Nai among the country’s key localities in economic development.

High-tech industry as the core investment attraction strategy

In parallel with expanding industrial land and development space, Dong Nai’s current special concern is building a modern industrial development strategy. Developing green industry with new-generation investment attraction sectors is intended to ensure sustainable development, especially as Dong Nai has become a city with higher development goals.

Accordingly, Dong Nai is positioning its system of industrial parks and economic zones toward modernization, ecological development and deep integration into global value chains. Specifically, the city will prioritize the development of a number of key industries, new technologies and high technologies. It will develop specialized industrial parks, high-tech industrial parks and eco-industrial parks; industrial support services; research and development centers; science parks; training and vocational education centers; innovation centers and startup incubators.

Dong Nai aims that by 2030, at least two industrial parks will be certified as eco-industrial parks under national criteria. All infrastructure operators and enterprises in industrial parks will be informed of the orientation to transform industrial parks into ecological models based on science, technology and innovation.

The city will renew and improve the effectiveness of attracting investment projects into industrial parks, especially projects with high technology content, processing and manufacturing projects, supporting industries and environmentally friendly projects. Development will follow the direction of the green economy, circular economy and the net-zero emissions target. The city will focus on developing three groups of key products: aviation industry; semiconductor industry, chip manufacturing and artificial intelligence; automation equipment and information technology equipment.

According to Pham Viet Phuong, Deputy Head in charge of the Management Board of Industrial Parks and Economic Zones of Dong Nai City, the locality is improving the quality of foreign direct investment flows and shifting its labor structure toward high technical skills in the coming period. To realize the goal of becoming a high-tech industrial and modern logistics center of the Southern Key Economic Region, Dong Nai will form a system of modern, green and smart industrial parks, contributing to improving the city’s competitiveness and sustainable development.

Commenting on the locality’s opportunities, Associate Professor Dr. Nguyen Hoang Phuong, Deputy Dean of the Faculty of Economics, Society and Environment at Political Academy Region II, said the core issue is shifting from a processing-based industrial model to high-tech and high value-added industry. Dong Nai needs to prioritize the development of key sectors such as aviation, semiconductors, artificial intelligence and automation, while modernizing its industrial park system toward ecological, smart and innovation-linked development. If it makes good use of its existing advantages and follows the right repositioning direction, Dong Nai is fully capable of transforming from a traditional industrial locality into an internationally competitive logistics and high-tech center.
