State Budget Revenue: The Ultimate Barometer of Economic Growth
State budget revenue is often considered an important "barometer" of the economy. This is because all budget revenue sources reflect the results of production, business, and consumption activities in society, thereby showing the scale of growth as well as the "health" of the economy.
Dong Nai City is a locality that is always in the top tier of the country in terms of state budget revenue. In particular, the breakthrough in state budget revenue in 2025 helped Dong Nai touch the milestone of exceeding 100 trillion VND for the first time, confirming the position and importance of the city in the general economic scale of the country.
Many Sustainable Revenue Sources
Reporting at the meeting of the Steering Committee for Economic Growth and State Budget Revenue of Dong Nai City for the 2026-2030 period in early June 2026, Member of the Standing Committee of the City Party Committee and Director of the Department of Finance Truong Thi Huong Binh said: In the first 5 months of 2026, the city's total state budget revenue reached over 49.3 trillion VND, an increase of 30% compared to the same period in 2025 and reaching 49% of the assigned estimate (100.4 trillion VND).

Production activities in FDI enterprises are one of the large and sustainable revenue sources in Dong Nai. |
Among the revenue sources, revenue from production and business activities of enterprises in the city is always high. Typically, revenue from the foreign-invested enterprise (FDI) sector in the past 5 months reached over 12.6 trillion VND, up 33% over the same period last year and reaching 67% of the assigned estimate. Revenue from the non-state industrial, commercial, and service sector reached over 7.5 trillion VND, up 59% over the same period and reaching 72% of the assigned estimate. In addition, there are revenue sources from: personal income tax, revenue sources from land... Especially recently, the tax sector is strengthening tax management, ensuring that no revenue sources are missed, creating transparency, collecting correctly and fully, and preventing the loss of revenue sources to supplement the total local budget revenue.
According to economic experts, state budget revenue from production, business, and service activities reflects the "health" status of enterprises, which is the general backbone of economies. Accordingly, when the economy develops well, enterprises have opportunities to grow, import-export activities increase, people have jobs and stable income, and spending demand increases, which will drive growth in the service sector and boost the scale of the economy, creating a "lever" to increase revenue for the local budget.
Increasing Investment Attraction to Create Sustainable Revenue Sources
Not only reflecting the scale of growth, when budget revenue grows sustainably from manufacturing, industry, commerce, and services, it also shows the quality of local economic growth. At that time, the locality will have the conditions to use budget revenue to invest, develop, and perfect infrastructure, education, and healthcare, as well as implement social welfare policies.
For the city's state budget revenue to always remain high and increasingly sustainable, Dong Nai City is deploying many solutions for economic growth. One of these solutions is to create a favorable environment to increase investment attraction, promoting economic development in a direction that supports and encourages investors to apply modern technology in production, creating environmentally friendly products with high economic value. Therefore, the leaders of Dong Nai City always pay attention to creating a healthy investment environment and increasing the satisfaction index of enterprises.
The customs sector is making efforts to provide maximum support for import-export enterprises undergoing customs procedures in Dong Nai. This is also a solution to optimize costs and time by shortening customs clearance times for enterprises, creating a favorable environment for enterprises to develop.
Mr. LE VAN THUNG, Director of Regional Customs Branch 18
As the unit managing goods import and export activities in the city, the regular partners that Regional Customs Branch XVIII (Regional Customs Branch 18) approaches are domestic and foreign import-export enterprises. Therefore, to increase revenue for the state budget, the branch has made efforts to innovate and modernize management work over the past period, creating a favorable environment for enterprises during the process of importing and exporting goods.
Mr. Le Van Thung, Director of Regional Customs Branch 18 shared: The customs sector will immediately handle incidents when issues regarding customs procedures arise in the city under the jurisdiction of Regional Customs Branch 18. Therefore, if enterprises carry out procedures in Dong Nai, they will have their difficulties related to production and business activity policies directly resolved by the city's departments, boards, and sectors.
Dong Nai is implementing Resolution No. 05-NQ/TU dated May 1, 2026, of the Executive Committee of the Dong Nai City Party Committee on launching a special 500-day-and-night emulation campaign "Solidarity - Discipline - Efficiency - Breakthrough, Building a Civilized and Modern Dong Nai", continuing to maintain and improve the quality of implementation until 2030. To achieve the set results, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Dong Nai City Nguyen Van Ut assessed: Dong Nai is accelerating to achieve double-digit economic growth, including the target for state budget revenue. The city is striving not only to complete the assigned target of 100.4 trillion VND but also to complete the target of collecting 150 trillion VND under the direction of the Standing Committee of the City Party Committee. To achieve these economic growth results, resources must be concentrated to promote growth in all fields such as: public investment capital disbursement, land auction proceeds...
The Chairman of the City People's Committee believed that: The state budget revenue figure has only met the assigned target but has not met the strived-for target. Therefore, the city is striving and reviewing revenue sources to offer solutions that contribute to increasing state budget revenue. The Chairman of the City People's Committee required departments, boards, and sectors to set specific goals to achieve the highest results according to the set strived-for targets.
