Strategic direction of Dong Nai in the new phase
Dong Nai aims to become a key regional logistics hub by maximizing the potential of its seaport systems, airports, and border gate infrastructure.

Dong Nai is undergoing a profound shift in its economic development mindset. Aiming to achieve Net Zero emissions by 2050, this Southern industrial hub is striving to transition from traditional manufacturing models to a green and circular economy. This is not merely a step toward environmental protection, but a mandatory "passport" for local goods to reach the international market in a sustainable era.
Thuan Loi Commune possesses an extensive land fund, largely consisting of rubber, cashew, and fruit tree areas; it is home to the Dong Xoai and Suoi Lam irrigation reservoirs; the Phu Rieng Do National Historical Site and six provincial-level historical-cultural sites under preservation; and a diverse culture marked by ethnic intersection. These elements represent significant potential and opportunities for industrial development, high-tech agriculture, and green, sustainable eco-tourism.
Furthermore, Thuan Loi enjoys a strategic location adjacent to the Binh Phuoc urban area, serving as a gateway connecting vital transport routes, which provides advantages for high-tech agriculture, processing industries, and service-tourism sectors. These are favorable conditions to implement the orientation of peri-urban, green, and sustainable economic development.
With these advantages, Thuan Loi is focusing on green and sustainable economic growth, including the effective execution of general commune planning to serve as a legal basis for attracting and implementing infrastructure investment projects. This includes planning an administrative-residential center area of approximately 50 hectares and investing in transport infrastructure connecting to expressways, national highways, and provincial roads to ensure seamless logistics.
The commune is restructuring its agriculture and developing concentrated raw material zones; promoting high-tech, clean, and organic agriculture linked to value chains in the areas surrounding and south of Suoi Lam Lake. It encourages enterprises to build brands and labels while applying science and technology across all stages—from production and harvesting to processing and distribution—to enhance the quality and value of local flagship agricultural products.
In tandem, Thuan Loi is developing planned industrial zones, such as the Bac Dong Phu Industrial Park Expansion Phase III (400 hectares) and the Phu Rieng Industrial Park (493 hectares). Concurrently, it is establishing eco-tourism, resort, and spiritual tourism sites by exploiting unique tourism resources within the commune, such as the Phu Rieng Do historical site—the founding location of the Indochinese Communist Party cell—the historical site of Village 2 of the Thuan Loi Rubber Plantation, the Thuan Loi 1 and Thuan Phu 2 circular earthworks, the Resident's House, and Suoi Lam Lake.
Leaders of Thuan Loi Commune also expressed their proposal for the Dong Nai City Party Committee to issue a thematic Resolution on green and circular economic development. This would provide the legal framework and resources for the locality to implement what they consider a strategic, long-term issue. They also suggested researching and designating certain localities with outstanding advantages for green growth to build "pilot models" to effectively implement the Green Growth Strategy associated with socio-economic development goals and tasks.
Additionally, they requested approval for the policy to build Thuan Loi Commune into a pilot model for high-tech agriculture, circular economy, and green eco-tourism, with specific, open mechanisms to facilitate the commune's execution of this green growth model. The locality further requested the province and relevant departments to provide orientation and planning to introduce strategic investors and large corporations, particularly for projects in tourism, high-tech industry, clean agricultural processing, OCOP products, and clean renewable energy industries.
The commune encourages the establishment of cooperatives linked to enhanced new-style rural criteria; initiates production movements toward ecological agriculture, modern rural areas, and civilized farmers; and is building 1-2 models of green agriculture, organic agriculture, and agriculture combined with tourism.
In Dong Phu Ward, industry and construction are developing strongly, playing a leading role in the economic structure. The entire area hosts 2 industrial parks (Bac Dong Phu, Nam Dong Phu) and 4 industrial clusters (Tan Tien 1, Tan Tien 2, Tan Phu, Ha My), with occupancy rates exceeding 90%, attracting over 100 investing enterprises and creating jobs for tens of thousands of workers. Industrial infrastructure has received synchronized investment, production technology is increasingly modern, and industrial production value has grown steadily over the years, focusing on the processing of agricultural and forestry products, garments, wood, and packaging.
According to the Chairman of the Dong Phu Ward People's Committee, Ho Hung Phi, the strategic location of Dong Phu—situated on the connecting axis of key economic regions and adjacent to Ho Chi Minh City—is a significant comparative advantage to emerge as a dynamic economic-administrative center for the eastern region of Dong Nai province. Consequently, for the 2025-2030 period, the locality is focusing on rapid and sustainable economic development by gradually reducing the proportion of traditional agriculture and significantly increasing industry, trade-services, and urbanization.
The ward is restructuring its economy in association with the application of science and technology to improve productivity, quality, and product competitiveness. It is developing clean, organic, and high-tech agriculture, forming specialized farming zones with stable production-consumption linkages, and prioritizing handicrafts, logistics, and eco-tourism services associated with Suoi Giai Lake - Yen Island and inter-regional connection routes. On the other hand, Dong Phu also requested the city to accelerate master plan adjustments, allocate investment capital for regional connecting routes, power systems, and industrial park/cluster infrastructure, and establish mechanisms to encourage handicraft development, the digital economy, and high-tech agricultural models.
Contributing from an economic expert's perspective at the scientific conference "Socio-Economic Development Orientation of Dong Nai with Double-Digit Growth Goals," Dr. Tran Du Lich, a member of the National Monetary Policy Advisory Council and the Socio-Economic Advisory Group for Dong Nai City, argued that Dong Nai's development strategy is shaped by five core growth pillars.
First, the city will focus on breakthroughs in the processing and manufacturing industries by utilizing planned land funds and the Southeast region's economic corridor, thereby promoting renewable energy, green industry, and digital transformation. Simultaneously, Dong Nai aims to become a key regional logistics hub by maximizing the potential of its seaport systems, airports, and border gate infrastructure.
In the agricultural sector, the locality must prioritize high-tech models and clean production, building on existing strengths in livestock and industrial crops. Furthermore, the rapid urbanization process will be leveraged as a catalyst for diverse real estate markets and service infrastructure. Finally, eco-tourism will complete the economic picture, based on the sustainable exploitation of the locality’s characteristic forest, mountain, river, and lake resources.
At the 1st Party Congress for the 2025-2030 term, Dong Nai identified the development of the digital economy, green economy, circular economy, sharing economy, and knowledge economy as priorities; leading the way in aviation economy, high-tech industry, high-tech agriculture, logistics centers, science and technology, innovation, and digital transformation.
The city is deploying synchronized solutions to realize two main drivers: developing industry oriented toward a green and circular economy with Net Zero targets—specifically transitioning existing industrial parks in urban areas toward high-tech, green, and supporting industries—and developing services centered on the Long Thành International Airport service-urban complex, including a free trade center and an aviation-logistics-trade-tourism service ecosystem.
Additionally, the locality is accelerating the restructuring of the agricultural sector toward mechanization and the application of science, technology, and high technology; increasing the proportion of deep processing to enhance product value; developing production clusters linked to raw material zones; and developing the agricultural economy in a sustainable, environmentally friendly manner that adapts to climate change.
