Given this context, the Provincial People’s Committee has directed the Department of Science and Technology to develop support platforms for these groups.

Nguyen Minh Quang, Deputy Director of the Department of Science and Technology, said that with a people- and business-centered approach, the province identifies household businesses, wholesale and retail establishments, and small and medium-sized enterprises as important contributors to Dong Nai’s socio-economic development. Supporting these groups in complying with the guidelines and policies of the Party and the State, particularly tax management policies, is considered a key task.

Dong Nai aims that, in 2026, all stores and household businesses will have access to information about the program and receive support. The province also targets completing surveys and assessments of all household businesses, while ensuring that 100% of participating businesses are advised, supported and given the opportunity to experience suitable digital platforms.

The solutions will be rolled out in a coordinated manner, including digital signatures, national domain names, electronic payments, e-invoices, management software, e-commerce platform connectivity and multi-channel sales, especially on online platforms.

The Department of Science and Technology is working with MISA Joint Stock Company, based in Ho Chi Minh City, to develop an AI-powered information portal designed to answer policy-related questions and help businesses and household businesses access information quickly and conveniently. At the same time, the department will organize digital transformation support programs for small and medium-sized enterprises, household businesses, and wholesale and retail establishments.

Proactively rolling out support measures

Since 2024, the Ministry of Information and Communications, now the Ministry of Science and Technology, has approved a program to support digital transformation among retail stores. Before the program is expanded nationwide, Dong Nai was selected as one of four localities to pilot its implementation.

According to the Department of Digital Economy and Digital Society under the Ministry of Science and Technology, Dong Nai has proactively implemented support measures to help grassroots economic entities access and adopt digital transformation. With a large number of household businesses, Dong Nai has a substantial base of potential participants already engaging in the digital transformation process.

Nguyen Huy Hoang, Head of the Digital Transformation Division under the Department of Science and Technology, said that the rollout of support solutions will be organized by locality groups, with specific implementation roadmaps.

The program to support businesses and household businesses in Dong Nai in accessing digital technology has received support from the Ministry of Science and Technology, as well as major technology corporations and enterprises such as VNPT, Viettel, MISA, BKAV and other digital solution providers.

The Department of Science and Technology will continue working with these units to roll out appropriate and practical solutions.

Localities across the province have been divided into three main clusters to facilitate management and support activities.

Cluster 1 covers the former central urban areas of Bien Hoa and Long Khanh. This cluster has the highest concentration of household businesses and the most developed telecommunications infrastructure.

Cluster 2 comprises fast-growing industrial areas, including the former Nhon Trach, Long Thanh and Trang Bom districts. Support efforts in this cluster will focus on household businesses providing auxiliary services for workers and industrial parks.

Cluster 3 includes more remote areas, where close coordination will be strengthened with community digital technology teams under the approach of “going to every alley and knocking on every door”. The priority will be to help local residents first access simple and user-friendly digital platforms.

The Department of Science and Technology has asked technology solution providers such as MISA, VNPT, Viettel and BKAV to assign dedicated focal points for each cluster, while working closely with local authorities to carry out implementation activities.

Nguyen Thanh Trieu, Business Director of MISA Joint Stock Company, said the company is committed to working with the Department of Science and Technology and other partners, including VNPT and Viettel, to build a simple and accessible digital ecosystem for household businesses.

MISA is currently focusing its resources on completing an AI-powered information portal that integrates tax policy data and local business regulations. The platform is expected to support residents as a “24/7 advisory expert”.

During implementation, MISA will assign staff to work closely with commune- and ward-level areas, providing hands-on guidance for household businesses, from issuing e-invoices via mobile phones and using remote digital signatures to managing multi-channel sales operations.
