Tran Bien Ward Determined to Achieve Breakthroughs in the Special 500-Day Accelerated Emulation Campaign
On the afternoon of June 3, the Party Committee of Tran Bien Ward, Dong Nai City, organized a conference to thoroughly disseminate Resolution No. 05-NQ/TU dated May 1, 2026, of the Executive Committee of the Dong Nai Municipal Party Committee, and Plan No. 82-KH/ĐU dated May 29, 2026, of the Executive Committee of the Tran Bien Ward Party Committee. The event marked the launch of a special 500-day accelerated emulation campaign under the theme “Solidarity - Discipline - Efficiency - Breakthrough” and the official signing of emulation covenants across the ward.

Regarding administrative discipline, Tran Bien Ward has set a rigorous target for 100% of cadres and civil servants to strictly adhere to standard operational processes and regulations; at least 98% of assigned tasks must be completed on schedule, decisively ending passivity and the shifting of official responsibilities. On administrative reforms, the ward is striving for 100% of administrative procedures to be received and processed via digital environments, with 90% of dossiers cleared through online public platforms. Furthermore, the ward aims to slash bureaucratic processing times by at least 30%, ensure 100% of personnel utilize the integrated executive management system, and track 100% of assignments via specialized tracking software. Public and corporate satisfaction rates must reach 95% or higher, and 100% of citizens' feedback and petitions must be addressed within the regulated timeframe.
In terms of socio-economic objectives, Tran Bien Ward is making concerted efforts to sustain stable economic growth, elevate urban quality, boost budget revenues, and foster the commerce, services, and trade sectors. Simultaneously, the ward will guarantee comprehensive social welfare and drive sustainable poverty reduction.

Delivering his directive at the conference, Mr. Ho Van Nam emphasized that the Ward Party Committee is delegating specific assignments under the motto: "substantive - measurable - controllable - evaluable." The implementation will rigidly follow the "6-Clear" principle (clear tasks, clear individuals, clear responsibilities, clear timelines, clear methods, and clear outcomes) intertwined with 5 concrete roadmaps to accurately evaluate the progression and real-world efficiency of the emulation campaign.
The Tran Bien Ward People's Committee has outlined 25 urgent mandates. Consequently, the leadership urged the Ward People's Committee to initiate implementation immediately, with prime focus directed toward fast-tracking public investment capital disbursement. In addition, the ward must prioritize urban embellishment, handle land clearance bottlenecks for key transportation infrastructure, and expand high-tech, modern public transit systems. Local authorities are also tasked with reviewing and adjusting traffic connectivity planning to maximize logistical convenience, driving the region toward building a civilized urban center.
Furthermore, Tran Bien Ward must cultivate a highly competent workforce tailored precisely to their specific job positions to seamlessly fulfill all set mandates. The ward leadership demanded enhanced, practical applications of digital transformation and advanced technology into urban governance, public transit management, the creation of civilized and model streets, urban order enforcement, and environmental sanitation. These tech-driven solutions will serve as the core vehicle to sustain a civilized urban hub over the long term.
