Unlocking Institutional Bottlenecks for Dong Nai's Breakthrough Growth
Since November 2025, key leaders of the Party and State have repeatedly visited and worked with the Standing Committee of the Dong Nai City Party Committee. This demonstrates special attention as well as high expectations for the city’s powerful breakthrough growth in the new era.

Special Visits
Dong Nai City has received special attention from the Central Government and the Politburo. This provides prime opportunities for the city to propose appropriate mechanisms and policies to sustain its development, while increasing its contributions to the state budget. Particularly in November 2025, General Secretary To Lam (now General Secretary and President) visited the Long Thanh International Airport Project. Here, he provided strategic directions to maximize the potential of this mega-project, emphasizing efficiency and the elimination of waste.
Following that, in May 2026, General Secretary and President To Lam, alongside Politburo members and leaders of central ministries and departments, held a working session with the Standing Committee of the Dong Nai City Party Committee regarding major orientations for the city's development. The General Secretary and President also spent time attending a historic ceremony for the City's Party Committee, government, and citizens: the ceremony to receive the National Assembly's Resolution on the establishment of Dong Nai City and the First-Class Labor Order.

Also paying special attention to Dong Nai, in March 2026, Politburo member and National Assembly Chairman Tran Thanh Man visited the locality. He attended the launch ceremony of Component Project 1 of District Road 2, stretching from National Highway 51 to the Ho Chi Minh City - Long Thanh - Dầu Giây Expressway (now Nguyen Huu Canh Street); inspected election preparations for the XIV National Assembly and People's Councils at all levels for the 2026–2031 tenure; and held a working session with key leaders of the city. The National Assembly Chairman provided important development orientations for Dong Nai.
Most recently, on June 13, Politburo member and Prime Minister Le Minh Hưng, along with members of the Government, held a working session with the Standing Committee of the Dong Nai City Party Committee. This visit was highly special, as it included the Prime Minister, two Deputy Prime Ministers, and almost all ministers. In a highly urgent spirit, just two days after the working session, the official conclusions of Prime Minister Le Minh Hưng were issued with concrete, time-bound tasks assigned to specific individuals.
Politburo member and Prime Minister LE MINH HUNG emphasized during the working session on June 13: If Dong Nai commits to and targets higher results regarding economic growth, public investment disbursement, budget collection, and investment efficiency, the Government will prioritize allocating a larger pool of resources to Dong Nai right in 2027 and the upcoming phase.
According to Mr. Vu Hong Van, Member of the Party Central Committee, Secretary of the City Party Committee, and Head of the City Congressional Delegation, these working visits by key leaders of the Party and State to Dong Nai demonstrate special affection for the City's Party Committee, government, and citizens. This is not only an occasion for the city to acquire long-term strategic development directions toward a 100-year vision, but also an opportunity for the Standing Committee to adopt modern governance methods, raise awareness, innovate mindsets, and act more effectively for the shared development of Dong Nai City, contributing commensurately to the nation's era of rising up.

Dong Nai Expects New Mechanisms
At the working session with Prime Minister Le Minh Hưng on June 13, Deputy Secretary of the City Party Committee and Chairman of the City People's Committee Nguyen Van Ut expressed: Dong Nai does not just develop for itself but aspires to become a new growth pole of the nation. Dong Nai is realizing its vision as a high-tech industrial hub, an international logistics center, a modern airport city, and Vietnam's gateway to the global market. To unlock development resources, Dong Nai City petitioned the Government to untangle and facilitate a series of crucial matters.
One of the petitions is for the Government, the Prime Minister, and ministries to support the city in quickly finalizing contents to consider issuing the Resolution on the Construction and Development of Dong Nai City to 2035, with a Vision to 2065. Along with that is submitting to the Politburo and the National Assembly to issue a Resolution on specific mechanisms and policies for the development of Dong Nai City. These resolutions are viewed as vital driving forces for the city to develop rapidly and sustainably, contributing more to the nation's growth in the new era.
Dong Nai City also wishes for the Government to direct relevant ministries to support the formulation of the city's master planning as directed by the General Secretary and President during his visits. Therein, the city requested permission to apply new mechanisms during the master planning procedures. The Government's approval of this proposal will create momentum for the city to soon complete its planning with high quality and a 100-year vision, matching the orientation set by General Secretary and President To Lam.
Dong Nai is a locality ranking 4th nationwide in budget collection scale, yet its retained revenue ratio remains low and insufficient for development investment demands. Therefore, the city petitioned for a mechanism allowing the city budget to retain 80% of the shared revenue streams divided between the central and local budgets. The city also requested that the city budget receive 100% of the revenue collected that exceeds the central budget target, 100% of central budget revenues collected in the area, and 100% of land-use fees and rental land revenues under city management (including land auctions).
Alongside petitions regarding the budget mechanism, the city also proposed that the Government pay attention to allocating resources for a series of key inter-regional transport infrastructure projects. These include an urban railway connecting the center of Dong Nai City with Long Thanh Airport, and road bridges connecting with Ho Chi Minh City. In addition, there are several ring roads and expressways within the North-South expressway network passing through the city.
