Vietnam aims to have 45,000 cooperatives by 2030
This is a key objective of the Master Program for the Development of the Collective Economy (CE) for the 2026-2030 period, approved by the Government in late June 2026.

Accordingly, the collective economy and cooperatives (co-ops) continue to be recognized as playing an important role in the national economy. At the same time, the program promotes the development of this sector through diverse organizational models that are suitable for the socio-economic conditions of each region and locality.
The program sets a target that by 2030, Vietnam will have approximately 140,000 cooperative groups with 2 million members, 45,000 cooperatives with 8 million members, and 340 cooperative unions with 1,700 member cooperatives.
The program also focuses on improving the quality of operations within the collective economy sector, aiming for at least 60% of cooperatives nationwide to achieve good or excellent performance ratings. Along with expanding the scale of the sector, improving the quality of cooperative management personnel is also a priority. By 2030, at least 25% of cooperative managers are expected to hold college or university degrees; around 80% of cooperative directors will receive vocational training for cooperative management; and women are expected to account for at least 30% of cooperative and cooperative union directors.
To achieve these goals, the program outlines several key tasks, including improving institutions and enhancing the implementation of policies supporting the collective economy; increasing access to capital and strengthening financial capacity; and raising public awareness of the role of the collective economy. In addition, the program emphasizes developing human resources, improving management and operational capacity within the collective economy sector, promoting training for cooperative managers, supporting cooperatives in enhancing governance capacity, adopting technology, and expanding markets.
